<br />Draft Findings of Fact and Mitigation Monitoring Reporting Program (applies to CEQA only) <br /> <br />Mitigation: Identified potentia] impacts are anticipated to be less than significant with the <br />following measures, which are considered standard industry practices. <br /> <br />Seismic <br /> <br />. <br /> <br />Detailed geotechnical studies will be performed in conjunction with detailed <br />engineering designs to provide appropriate boring, soil, and fault information. <br /> <br />Hinged restrainers will be used to hold together overcrossing elements during extreme <br />motion. <br /> <br />Reinforcement in column sections will be increased to assure effective confinement of <br />concrete, allowing large movements to occur without collapse. <br /> <br />. <br /> <br />. <br /> <br />Liquefaction <br /> <br />. Piles will be used under the overcrossing. <br /> <br />. Tensile reinforcement will be used in embankments. <br /> <br />Expansive Soils <br /> <br />. In construction areas where soils are highly expansive, compaction of the highly <br />expansive soils will occur prior to construction. <br /> <br />Erosion <br /> <br />. Any fills placed near the Orange County Flood Control District (OCFCD) open <br />trapezoidal channel (Lane Channel), will be suitably protected against erosion, <br />including culverts to pass the flow uninterrupted. <br /> <br />. Excavated materials will not be deposited or stored in or alongside Lane Channel where <br />materials can be washed away by high water or storm runoff. <br /> <br />. Permanent erosion control measures, such as hydroseeding, landscaping, and riprap <br />protection, will be implemented and included on approved construction plans. <br /> <br />. Any off- or on-site drainage facilities affected by the proposed project will be designed <br />to comply with City of Santa Ana, City of Irvine, and Caltrans design standards. <br /> <br />With Mitigation the Effects are Found to be: <br /> <br />( ) Significant (x) Not Significant <br /> <br />Finding: <br /> <br />I. (x) Changes or alterations have been required in, or incorporated into, the project, which <br />avoid the significant environmental effect. (Subd. [a][l].) <br /> <br />2. () Such changes or alterations are within the responsibility and jurisdiction of another public <br />agency and not the agency making the finding. Such changes have been adopted by such <br />other agency or can and should be adopted by such other agency. (Subd. [a][2].) <br /> <br />3. ( ) Specific economic, legal, social, technological, or other considerations, including <br />provision of employment opportunities for highly trained workers, make infeasible the <br />mitigation measures or project alternatives identified in the Final EIR/EA (Subd.
