<br />Draft Findings of FaCI and Miligalion Moniloring Reponing Program (applies 10 CEQA only) <br /> <br />Rationale: Implementation of these mitigation measures will reduce impacts to biological <br />resources, particularly regarding invasive species, to levels less than significant by ensuring that <br />all activities prior and during construction do not promote spreading of invasive species. No <br />further mitigation is required. <br /> <br />Reference: The discussion on selling, impacts, and mitigation related to Floodplains are <br />included in Section 4.8 of the FEIRIEA prepared for the Alton Avenue Overcrossing at SR-55. <br /> <br />7.8 PARKING <br /> <br />Potentially Significant Effects <br /> <br />Permanent Impacts <br /> <br />. On-Street Parking: All on-street parking would be precluded on Alton Avenue due to <br />improvements associated with the Preferred Alternative. The loss of on-street parking <br />would not be mitigated as there are no requirements for the City of Santa Ana to either <br />replace on-street parking or to compensate businesses that currently use on-street parking <br />for either employee or patron parking (P&D Environmental Services, 1994). <br /> <br />. On-Site Parking: Loss of on-site parking can affect the viability of a business. If <br />implementation of the project results in a business having less parking than is required by <br />code, that parking would have to be replaced either on-site or on an adjacent parcel. If <br />replacement parking cannot be found, the responsible City would have to provide a parking <br />variance, or the business/parcel would have to be acquired. Refer to Table 7.7-1 for on-site <br />parking acquisitions. <br /> <br />. Equitable Garry Plaza (1700 E. Garry, Irvine): Equitable Garry Plaza would lose 36 <br />parking spaces as a result of the freeway widening necessary to accommodate the HOV <br />drop ramps from Alton Avenue. There are approximately 350 parking spaces available <br />and the parking code requires that there be 307 spaces. With the loss of the 36 parking <br />spaces (approximately 10 percent of the existing parking), there would still remain 314 <br />spaces, which would be sufficient to meet code requirements. No replacement parking <br />would be necessary or provided for this loss. <br /> <br />. One Source Distributors (1021 Duryea, Irvine): One Source Distributors has <br />approximately 43 parking spaces on site. However, approximately two-thirds of those <br />spaces are fenced and being used for storage. Of the total on-site parking spaces, half <br />would be taken by implementation of the freeway widening portion of the project, <br />leaving 22 spaces. Code requires 21 parking spaces for the business. No replacement <br />parking would be necessary or provided for this loss. <br /> <br />. Amberwood Office Park (2933-2953 S. Pullman, Irvine): Arnberwood Office Park has <br />approximately 300 parking spaces. Approximately 8 parking spaces would be taken <br />under the Preferred Alternative, which corresponds to a loss of 3 percent of existing <br />parking, which would be sufficient to meet code requirements.
