<br />Draft Findings of Fact and Mitigation Monitoring Reporting Program (applies to CEQA only) <br /> <br />Finding: <br /> <br />I. (x) Changes or alterations have been required in, or incorporated into, the project, which <br />avoid the significant environmental effect. (Subd. [a][l].) <br /> <br />2. () Such changes or alterations are within the responsibility and jurisdiction of another public <br />agency and not the agency making the finding. Such changes have been adopted by such <br />other agency or can and should be adopted by such other agency. (Subd. [a][2].) <br /> <br />3. ( ) Specific economic, legal, social, technological, or other considerations, including <br />provision of employment opportunities for highly trained workers, make infeasible the <br />mitigation measures or project alternatives identified in the Final EIRIEA (Subd. [a][3].) <br /> <br />Rationale: Implementation of these mitigation measures will reduce impacts to traffic to levels <br />less than significant. Although the implementation of the Preferred Alternative with mitigation <br />measures would not improve LOS to acceptable levels at Dyer Road/Main Street, Halladay <br />Street/Dyer Road, and Red Hill Avenue/Alton Parkway, the deterioration of LOS at these <br />intersections would not be caused by the proposed project. The traffic analysis described in <br />Section 4.13 of the FEIR/EA shows that, witbout the project, LOS would also be unacceptable at <br />these intersections. The Preferred Alternative would either improve or maintain LOS at these <br />intersections. No further mitigation is required. <br /> <br />Reference: The discussion on setting, impacts, and mitigation related to Traffic and <br />Transportation/Pedestrian and Bicycle Facilities are included in Section 4.13 of the FEIR/EA <br />prepared for the Alton Avenue Overcrossing at SR-55. <br /> <br />7.10 VISUAL/AESTHETICS <br /> <br />Potentially Significant Effects <br /> <br />Permanent Impact., <br /> <br />. East of SR-55 on Alton Parkway, removal of vegetation within the existing Alton right-of- <br />way would decrease the visual unity of views of SR-55. <br /> <br />. On Alton Avenue, west of SR-55, views would improve in newly constructed areas as a <br />result of increased setbacks and uniform landscaping. <br /> <br />. Views within the area would also improve with removal of on-street parking. <br /> <br />. Views from SR-55 would improve slightly through the introduction of the overcrossing <br />structure as a unifYing element and use of a consistent plant palette to solidifY the <br />improvements. <br /> <br />Temporary Impacts (Construction) <br /> <br />.
