<br />REQUEST FOR <br />COUNCIL ACTION <br /> <br />~ <br />~ <br /> <br />CITY COUNCIL MEETING DATE: <br /> <br />CLERK OF COUNCIL USE ONLY: <br /> <br />NOVEMBER 7, 2005 <br />TITLE: <br /> <br />2006 REGIONAL TRANSPORTATION <br />IMPROVEMENT PROGRAM <br />DEVELOPMENT <br /> <br />APPROVED <br />o As Recommended <br />o As Amended <br />o Ordinance on 1" Reading <br />o Ordinance on 2" Reading <br />o Impiementing Resolution <br />o Set Public Hearing For <br /> <br /> <br />CONTINUED TO <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Adopt a resolution affirming the City's continuing commitment to fund and <br />implement projects for which Santa Ana is the Lead Agency, as identified <br />in the 2006 Regional Transportation Improvement Program (RTIP). <br /> <br />DISCUSSION <br /> <br />The RTIP is a comprehensive programming document that contains detailed <br />project listings for all regionally significant projects within the <br />Southern California Association of Governments (SCAG) region. <br />Development and adoption of the RTIP is required in order to receive <br />State and Federal funding. <br /> <br />The Orange County Transportation Authority {OCTAl has the responsibility <br />of developing the RTIP for the entities within its jurisdiction of Orange <br />County. Upon completion, the RTIP is forward to SCAG for inclusion in <br />the regional RTIP. The regional RTIP is ultimately forwarded to the <br />Federal Highway Administration (FHWA) for review and inclusion in the <br />Federal Transportation Improvement Program (FTIP). As required by FHWA, <br />the RTIP/FTIP must be a financially constrained document, meaning that <br />programming cannot exceed actual funds available. To help ensure <br />compliance with this regulation, agencies that have projects in the RTIP <br />are required to approve a resolution certifying that the requested <br />projects are financially constrained and that the agency is committed to <br />delivering them. <br /> <br />The City of Santa Ana has 29 projects that meet the requirements for <br />inclusion in the 2006 RTIP, covering FY 2005-2006 through 2009-2010. <br /> <br />558-1 <br />
