<br />. Prior to the issuance of grading permits, the <br />applicant shall prepare a site-specific geotechnical <br />report that addresses seismic constraints, <br />liquefaction potential, soil conditions, project <br />building load requirements and identifies design <br />recommendations to ensure the geotechnical stability <br />of the project. <br /> <br />A-4. Landslides <br /> <br />No Impact <br /> <br />The project area is flat without any topographical relief. <br />According to City's General Plan Land Use Element FEIR 97- <br />01, there are no landslide planes or slopes on the project <br />site. Therefore, implementation of the proposed project <br />would not result in adverse impacts in regards to <br />landslides. <br /> <br />B. Would the project result in substantial soil erosion <br />or the loss of topsoil? <br /> <br />Potentially Significant Unless Mitigation Incorporated <br /> <br />Erosion refers to the removal of soil from exposed bedrock <br />surfaces by water or wind. The effects of erosion are <br />intensified with an increase in slope, the narrowing of <br />runoff channels and by the removal of groundcover, which <br />leaves the soil exposed. Construction operations for the <br />proposed project would require the grading of onsite soils. <br />The uncovered soils on the proj ect site could potentially <br />result in erosion and sedimentation impacts to onsite and <br />offsite drainage facilities. This potential impact could <br />increase during periods of rain. To reduce potential <br />erosion impacts to a level considered less than <br />significant, the following mitigation measure would be <br />implemented. <br /> <br />Mitigation Measure <br /> <br />. <br /> <br />Prior to issuance of a grading permit the project <br />applicant shall submit for review and approval a <br />surface drainage/grading/erosion control plan prepared <br />by a registered Civil Engineer, showing the direction <br />and means of flow to the adjacent street.
