<br />Implementation of the proposed project would not <br />substantially reduce the habitat of fish, wildlife species, <br />or historic structures in that no fish, wildlife <br />populations or historic structures are known to exist on <br />the project site. <br /> <br />B. Does the project have impacts that are individually <br />limited but cumulatively considerable? <br /> <br />Potentially Significant Unless Mitigation Incorporated <br /> <br />Implementation of the proposed project would not result in <br />significant cumulati ve impacts. The proj ect' s incremental <br />contribution would not be cumulatively considerable because <br />the proposed project would comply with the applicable <br />requirements of the uniform building code, conditions of <br />approval, mitigation measures and applicable City <br />Ordinances, which provide specific requirements that would <br />avoid any significant cumulative impacts within the project <br />area. <br /> <br />C. Does the project have environmental effects, which <br />will cause substantial adverse effects on human beings <br />either directly or indirectly? <br /> <br />Potentially Significant Unless Mitigated Incorporated <br /> <br />The proposed project involves the construction and <br />operation of a restaurant and retail land uses. The project <br />would not have any direct or indirect adverse impacts on <br />human beings. Mitigation measures have been required for <br />the construction and operation of the proposed project to <br />insure that the project would not have a direct or indirect <br />adverse significant impact to human beings or the <br />environment. <br /> <br />XVIII DETERMINATION <br /> <br />Based upon the evidence in light of the whole record <br />documented in the above environmental evaluation and cited <br />references, I find that the proposed project could not have <br />a significant effect on the environment and a Mitigated <br />Negative Declaration has been prepared. <br /> <br />32 <br /> <br />758-47 <br />
