3) Authorize the City Attorney to prepare an impartial analysis of the proposed ballot measure. 4) Establish March 17, 1986 as the deadline for filing arguments in favor or in opposition to the proposed ballot measure with the Clerk of the Council and March 27, 1986 as the deadline for receipt of rebuttals to any arguments submitted. 5) Approve Appropriation Adjustment No. 180 transferring ~22,280.00 from ll-999-Reserve for Economic Uncertainty to ll-022-Various-Clerk of the council-Elections. (Requires five affirmative votes.) 6) Instruct the Clerk of the Council to convey the Council's appreciation to the Registrar of Voters for his staff's extraordinary performance in the validation of signatures contained in community document proposing ballot measure. 7) Reaffirm the Council's charge to the Charter Review Commission to study the City Charter and make recommendations to the Council on proposed Charter amendments and authorize the Charter Review Commission to conduct public hearings on proposed Charter Amendment changes. MOTION: Young SECOND: Hart During discussion Councilmember Hart expressed concern that the ballot language did not clearly state the change being proposed with respect to the Mayor. At 8:47 p.m., the Council recessed and reconvened at 9:24 p.m. with all members present.
