3) Authorize the City Attorney to prepare an impartial <br /> analysis of the proposed ballot measure. <br /> <br />4) <br /> <br />Establish March 17, 1986 as the deadline for filing <br />arguments in favor or in opposition to the proposed <br />ballot measure with the Clerk of the Council and <br />March 27, 1986 as the deadline for receipt of <br />rebuttals to any arguments submitted. <br /> <br />5) <br /> <br />Approve Appropriation Adjustment No. 180 transferring <br />~22,280.00 from ll-999-Reserve for Economic Uncertainty <br />to ll-022-Various-Clerk of the council-Elections. <br />(Requires five affirmative votes.) <br /> <br />6) <br /> <br />Instruct the Clerk of the Council to convey the Council's <br />appreciation to the Registrar of Voters for his staff's <br />extraordinary performance in the validation of signatures <br />contained in community document proposing ballot measure. <br /> <br />7) <br /> <br />Reaffirm the Council's charge to the Charter Review <br />Commission to study the City Charter and make <br />recommendations to the Council on proposed Charter <br />amendments and authorize the Charter Review Commission <br />to conduct public hearings on proposed Charter Amendment <br />changes. <br /> <br />MOTION: Young SECOND: Hart <br /> <br />During discussion Councilmember Hart expressed concern that the <br />ballot language did not clearly state the change being proposed with <br />respect to the Mayor. <br /> <br />At 8:47 p.m., the Council recessed and reconvened at 9:24 p.m. with <br />all members present. <br /> <br />SUBSTITUTE <br />MOTION: 1) <br /> <br />A~end Ordinance No. NS-1840 to clarify the ballot <br />question and place said ordinance on first reading and <br />authorize publication of title. <br /> <br />2) A~end Resolution No. 86-22 to clarify the ballot question <br /> and adopt. <br /> <br />3) Authorize the City Attorney to prepare an impartial <br /> analysis of the proposed ballot measure. <br /> <br />4) <br /> <br />Establish March 17, 1986 as the deadline for filing <br />arguments in favor or in opposition to the proposed <br />ballot measure with the Clerk of the Council and <br />March 27, 1986 as the deadline for receipt of <br />rebuttals to any arguments submitted. <br /> <br />CITY COUNCIL MINUTES <br /> <br />106 MARCH 4, 1986 <br /> <br /> <br />
