<br />SECTION 1.0 <br />INTRODUCTION <br /> <br />1.1 Public Review of Draft Environmental Impact Report <br /> <br />This document has been prepared to respond to public comments received on the <br />Focused Draft Environmental Impact Report (DEIR) for the proposed Shea Homes <br />Residential Project. The California Environmental Quality Act (CEQA) Guidelines <br />15105(a) states that the Lead Agency shall provide a public review period of not less <br />than 45 days for a proposed Environmental Impact Report. The Shea Homes <br />Residential Project DEIR was circulated for the 45-day public review on August 9, <br />2005. The public review period closed on September 22, 2005. <br /> <br />The Notice of Availability of Shea Homes Residential Project Focused Draft <br />Environmental Impact Report was published in The Orange County Register on <br />August 9, 2005. Copies of the Draft Environmental Impact Report were made <br />available for public review at the City of Santa Ana Planning Division and the Santa <br />Ana Central Library. <br /> <br />Distribution of the DEIR and the Notice of Availability for review and comment <br />included the following agencies, organizations and individuals: <br /> <br />State Clearinghouse, Office of Planning & Research <br />California Department of Transportation District 12 <br />Orange County Sanitation District <br />South Coast Air Quality Management District <br />County of Orange <br />Santa Ana Unified School District <br />Morrison Park Association <br />Southwest Division Naval Facilities Engineering Command <br />Southern California Association of Governments <br /> <br />1.2 Comments on Draft Environmental Impact Report <br /> <br />Section 15088 of the CEQA Guidelines states: <br /> <br />(a) The Lead Agency shall evaluate comments on environmental issues received <br />from persons who reviewed the DEIR and shall prepare a written response. <br />The Lead Agency shall respond to comments received during the noticed <br />comment period and any extensions and may respond to late comments. <br /> <br />(b) The written response shall describe the disposition of significant <br />environmental issues raised (e.g. revisions to the proposed project to mitigate <br />anticipated impacts or objections). In particular, the major environmental <br />issues raised when the Lead Agency's position is at variance with <br />recommendations and objections raised in the comments must be addressed <br /> <br />75C~8 <br />
