<br />Comment Letter D <br />County of Orange <br />September 22, 2005 <br /> <br />Comment DI-A <br /> <br />The submitted comment requests the Draft Environmental Impact Report (DEIR) provide <br />a description of the project characteristics. <br /> <br />Section 3.0 of the DEIR provides a description of the project site and the proposed <br />project. Section 4.9 of the DEIR addresses drainage and water quality issues associated <br />with the implementation of the proposed project. <br /> <br />The following infonnation has been provided to supplement the project characteristics <br />provided in the DEIR. <br /> <br />The project site is located within the Lower Santa Ana River Watershed. The project site <br />consists of 9 .18-acres and was the former location of an office use and parking lot. The <br />project site has been recycled and is currently undeveloped. The majority of the project <br />site currently consists of pervious surfaces. The project site would be developed with <br />residential uses and would consist of more pervious surfaces than the former office use <br />on the project site. A total of 6.31-acres of the project site would consist of residential <br />lots, .9 I-acres would consist of open space and 1.9 6-acres would consist of roadways. <br /> <br />Comment DI-B <br /> <br />The submitted comment references that priority projects identified in the Drainage Area <br />Management Plan should be reviewed for potential storm water/urban runoff impacts. <br /> <br />Through the City's development review process, the proposed project has been <br />recognized as a priority project. The potential water quality impacts associated with the <br />implementation of the proposed project are evaluated in the DEIR. As shown on Page 23 <br />ofthe DEIR, to mitigate potential water quality impacts associated with storm <br />water/urban runoff generated by the proposed project, the following mitigations measures <br />would be implemented: <br /> <br />WQ-I Prior to the issuance of grading permits, the project applicant shall provide proof <br />of coverage under NPDES General Construction Activity Storm Water Permit, <br />which includes a copy of the project permit number and two copies of the Storm <br />Water Pollution Prevention Plan. <br /> <br />WQ-2 Prior to issuance of grading permits the project developer shall submit and have <br />approved a surface drainage/utility plan that depicts all applicable Site design, <br />Structural Source Control and treatment Control Best Management Practices in <br />accordance with the Orange County Drainage Area Management Plan and the <br />City of Santa Ana Local Implementation Plan. <br /> <br />75~45 <br />
