<br />EIR No. 2005-01, AA No. 2005-02, <br />VTTM No. 2005-05, SPR 2005-04, and SN No. 2005-01 <br />October 10, 2005 <br />Page 6 <br /> <br />Vesting Tentative Tract Map <br /> <br />Shea Homes is requesting approval of Vesting Tentative Tract Map No. <br />2005-05 (County Map No. 16905) for the subdivision of a 9.l8-acre parcel <br />of land into 43 lots. The proposed subdivision will include the <br />creation of 36 single-family lots, seven lots for common area purposes <br />including landscaping, a secondary access road and common open area, and <br />three public streets (Exhibit 10). <br /> <br />In order to subdivide the parcel, the project needs to comply with all <br />applicable development standards including lot size, lot frontage and <br />appropriate Public Works Agency standards. Based on a review of the <br />tentative map, the project has been designed to be in compliance with <br />the applicable development standards found in Chapters 34 (Subdivision) <br />and 41 (Zoning) of the Santa Ana Municipal Code and the provisions of <br />the proposed Specific Development No. 77 zoning district. <br /> <br />Approval of the vesting tract map will also be consistent with the goals <br />and policies of the General Plan. The General Plan Land Use Element <br />encourages single-family development on minimum sized lots of 6,000 <br />square feet. When subdivided, the project's gross density will be six <br />dwelling units per acre, less than the seven dwelling units per acre <br />permitted by the Low Density Residential (LR-7) designation. In <br />addition, the Land Use Element supports development that provides a <br />posi ti ve contribution to neighborhood character. The proposed proj ect <br />maintains the existing development pattern and intensity within the <br />surrounding Floral Park, Morrison Park and Fisher Park neighborhoods and <br />therefore preserves the character and integrity of the existing <br />neighborhoods. Finally, the proposed residential development is also <br />consistent with the City's General Plan Housing Element to increase the <br />number of housing units. This site is identified in the Housing Element <br />as a potential residential site. <br /> <br />The City's Noise Element of the General Plan and the Santa Ana Municipal <br />Code establish noise standards to ensure compatibility between proposed <br />land uses and external noise generators. The principal noise source at <br />this location is the Santa Ana Freeway (Interstate 5). A noise study <br />concludes that current noise levels at portions of the site exceed the <br />established residential standards for exterior and interior noise <br />levels. Conditions of approval are being proposed to ensure that the <br />interior noise levels are achieved and the development is properly <br />maintained. <br /> <br />75C-8 <br />
