<br />Shea Homes Residential Project <br />Environmental Impact Report <br /> <br />Findings and Facts in Support of Findings <br /> <br />operate including warming up until after 7:00 a.m. Monday through Friday and after 8:00 <br />a.m. on Saturdays. <br /> <br />N-2 Grading Plans and Building Plans for the proposed project shall note that all construction <br />equipment shall be properly maintained and tuned to minimize noise emissions, <br /> <br />N-3 Grading Plans and Building Plans for the proposed project shall note that all equipment shall <br />be fitted with properly operating mufflers and air intake silencers. <br /> <br />Level of Significance ofImoacts Related to Construction Noise Impacts <br /> <br />The adverse impacts of the Shea Homes Residential Proj ect related to construction noise impacts <br />would be minimized with the implementation of Mitigation Measures N-l, N-2, and N-3, <br />provided above. <br /> <br />4.3 IMPACTS FOUND NOT TO BE SIGNIFICANT OR LESS THAN SIGNIFICANT <br /> <br />The City finds that, based on substantial evidence in the record, discussed below, the following <br />impacts associated with the Shea Homes Residential Proj ect are less than significant and no <br />mitigation is required. An Initial Study (IS) was completed at the beginning of the environmental <br />review process for the proposed project, to identify those impacts that could be potentially <br />significant and adverse and which required further study in an EIR. The IS also provided analysis <br />on the environmental impacts of the proj ect that were determined to be less than significant due to <br />the identification and incorporation of mitigation early in the process or based on compliance with <br />existing regulations. The fmdings of the IS are summarized in Section 4.0 (Effects Found Not to be <br />Significant) in the EIR. <br /> <br />The EIR and IS determined, based on substantial evidence in the record, that the following effects <br />of the project would have no significant adverse or no adverse impact on the environment. <br /> <br />4.3.1 Aesthetics <br /> <br />The project site is situated within an urban setting. According to the City's General Plan, the <br />project site is void of any scenic vistas or scenic resources. Additionally, there are no aesthetic <br />resources located along a State Highway within the vicinity of the project site. Implementation of <br />the proposed project would not result in significant impacts to any scenic vista or scenic resource <br />on the project site. <br /> <br />4.3.2 Agriculture <br /> <br />According to the California Department of Conservation Farmland Mapping and Monitoring <br />Program, the project site does not contain Unique Farmlands, Prime Farmlands or Farmlands of <br />Statewide Importance. Based on the City's General Plan, the project site is not planned for <br />agricultural uses. Additionally, the project site is not included within any existing Williamson <br />Contracts.
