<br />Shea Homes Residential Project Findings and Facts in Support of Findings <br />Environmental Impact Report <br /> <br />Potentially significant adverse impacts of the Shea Homes Residential Project, which cannot be <br />mitigated to below a level of significance are described in this Section. The City of Santa Ana <br />City Council finds that these potentially significant adverse impacts of the Shea Homes <br />Residential Project would not be mitigated to below a level of significance, after implementation <br />of the project mitigation measures. A Statement of Overriding Considerations (SOC) has been <br />prepared to address these unavoidable significant adverse impacts of the Shea Homes Residential <br />Project, as described later in Section 7.0 (Statement of Overriding Considerations). <br /> <br />4.1.1 Impacts Related to Exterior Living Area Noise Impacts <br /> <br />Potentiallv Significant Adverse lmDact Related to Noise Impacts <br /> <br />As described in Section 5.3 in the EIR, the Shea Homes Residential Project would be subject to <br />noise impacts exceeding the City's exterior living area noise standard. <br /> <br />Finding Related to Noise lmDacts <br /> <br />Specific economic, legal, social, technological or other considerations make infeasible the <br />mitigation measures or project alternatives identified in the Final ElR to reduce unavoidable <br />significant impacts to a level that would be less than significant. <br /> <br />Facts in SUPDort of the Finding Related to Noise Impacts <br /> <br />There are no feasible mitigation measures or project alternatives to reduce the exterior living area <br />noise impacts of the project to a level that would be less than significant. Therefore, the exterior <br />living area noise impacts associated with the Shea Homes Residential Project would be significant <br />and unavoidable. Compliance with the following project mitigation measures would lessen <br />exterior living area noise impacts, but not to a level that would be less than significant. <br /> <br />N-4. The building plans for the proposed project shall reflect a 20-foot noise wall along the <br />northeastern boundary of the project a site. The noise wall shall have a surface density of <br />at least 3.5 pounds per square foot and shall no openings or gaps. The noise wall may be <br />constructed of stud and stucco, 3/8 inch plate glass, 5/8 inch Plexiglas, any masonry <br />material, or a combination of these materials. <br /> <br />4.2 POTENTIALLY SIGNIFICANT ADVERSE IMPACTS OF THE SHEA HOMES <br />RESIDENTIAL PROJECT, WHICH CAN BE MITIGATED TO BELOW A <br />LEVEL OF SIGNIFICANCE <br /> <br />Potentially significant adverse impacts of the Shea Homes Residential Project, which can be <br />mitigated to below a level of significance are described in this Section.
