MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />April 7, 1986 <br /> <br />The meeting was called to order at 1:52 p.m. in Room 831, City Hall, <br />20 Civic Center Plaza by Vice Mayor P. Lee Johnson. Councilmembers <br />present were John Acosta, Wilson B. Hart, R. W. Luxembourger, <br />Patricia A. McGuigan, Dan Young and Vice Mayor Johnson. Also present <br />were City Manager Robert C. Bobb, City Attorney Edward J. Cooper, <br />Clerk of the Council Janice C. Guy and members of the Bowers Museum <br />Blue Ribbon Planning Committee. Mayor Daniel E. Griset joined the <br />meeting at 1:59 p.m. <br /> <br />Councilmembers informally discussed the following: Bowers Museum <br />Blue Ribbon Planning Committee Preliminary Goals and Objectives <br />Report, Police Helicopter Study, Board and Commission Appointments to <br />Council Sub-committees, and the Code Enforcement Program. <br /> <br />The Council recessed at 4:52 p.m. and reconvened in Room 147, Council <br />Chambers at 5:05 p.m., with all members present except Councilmember <br />Acosta who rejoined the meeting at 5:10 p.m. <br /> <br />SWAT/H.Y.P.E.S. Six Month Status Report <br /> <br />Deputy City Manager Ray Davis briefly reviewed the activities of the <br />last six months with respect to the SWAT/H.Y.P.E.S. Program and <br />indicated staff would be requesting continuation of the program at a <br />50% staffing level (14 persons), which would be supplemented as much <br />as possible by regular narcotics staff. He reported that the program <br />had resulted in over 1,000 arrests for narcotics violations and <br />expressed his opinion that the program should be continued. <br /> <br />Councilmembers discussed their concerns relative to Consent Calendar <br />items. <br /> <br />Councilmember McGuigan informed the Council of four resolutions which <br />would be considered by the Orange County League of Cities on April 10, <br />Resolution Nos. P-4-86, P-5-86, P-6-86 and P-7-86, and requested <br />Councilmembers express any opinions to her on those resolutions prior <br />to the League meeting. <br /> <br />At 5:50 p.m., the Council recessed to dinner in Room 831, City Hall. <br /> <br />CITY COUNCIL MINUTES 134 APRIL 7, 1986 <br /> <br /> <br />
