75.D. NEGATIVE DECLARATION AND AMENDMENT APPLICATION NO. 953 - 402 & 412 SOUTH NEWEOPE Filed by Santa Ana Winds to rezone property located at 402 & 412 S. Newhope from the R2 District to the R3 District to permit the development of a 39-unit apartment project. Approved by the Planning Commission on April 14, 1986, by the following vote: AYES: NOES: ABSENT: Miller, Godinez, Spevacek, Casteix, Chavez-Gomez None Uno The Mayor opened the public hearing regarding Negative Declaration and Amendment Application No. 953 - 402 & 412 South Newhope. Sandra Massa-Lavitt presented the staff report and recommendations. The Clerk of the Council reported one written communication in opposition to Amendment Application NO. 953. Steve Prothero, Shimozono and Associates, representing the applicant, spoke in favor of Amendment Application No. 953. Gary Johnson, owner of the property at 4515-17 Bernadel Place, spoke in opposition to Amendment Application No. 953. There were no other speakers. The Mayor closed the public hearing. MOTION: Approve and file Negative Declaration and place the following ordinance on first reading and authorize publication of title: ORDINANCE NO. NS-1847 - AN ORDINANCE OF THE CITY OF SANTA ANA REZONING CERTAIN PROPERTY LOCATED AT 402-412 SOUTH NEWHOPE STREET FROM THE R2 (MULTIPLE FAMILY RESIDENCE) DISTRICT TO THE R3 (MEDIUM-DENSITY MULTIPLE-FAMILY RESIDENCE).
