MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />May 19, 1986 <br /> <br />The meeting was called to order at 1:48 p.m. by Mayor Daniel E. <br />Griset in Room 831, City Hall, 20 Civic Center Plaza. Councilmembers <br />present were Wilson Bo Hart, P. Lee Johnson, R. W. Luxembo~rger, <br />Patricia A. McGuigan and Mayor Griset. Also present were City <br />Manager Robert C. Bobb, City Attorney Edward J. Cooper and Assistant <br />Clerk of the Council William D. Baron. Councilmembers John Acosta <br />and Dan Young joined the meeting at 1:53 p.m. <br /> <br />Councilmembers informally discussed the following: the bid review <br />process related to the Business Enterprise Facility, a letter from <br />the Attorney for the Santa Ana city Employees' Association and the <br />rescheduling of the May 17th city Council/city Manager work session. <br /> <br />Councilmembers discussed their concerns relative to Consent Calendar <br />items. <br /> <br />At 2:38 p.m., the Council recessed and reconvened in Room 147, City <br />Council Chambers at 3:08 p.m. with all couneilmembers present except <br />for John Acosta. Councilmember Acosta joined the meeting at 3:18 p.m. <br /> <br />Community Development Block Grant Project <br /> <br />The City Manager presented an overview of Staff's proposed 1986-87 <br />Community Development Block Grant Budget. Executive Director, <br />Intergoverment Relations Manager, Cindy Cave and Mr. Ray Crisp <br />provided explanations and clarifications of Community Development <br />Block Grant budget details. Councilmembers reviewed the various <br />proposed expenditures. Councilmember Young suggested a review of <br />unexpended prior years' balances prior to addressing the current <br />budget year allocations. <br /> <br />Prevailing Wage Policy for Redevelopment Pro~ects <br /> <br />City Manager Robert C. Bobb presented a report on the adoption of a <br />prevailing wage policy for Redevelopment Projects which had been <br />reviewed by the Council Finance Committee. The City Manager <br />recommended the City and the Community Redevelopment observe <br />prevailing wage guidelines and that the Agency hire someone to <br />monitor all City and Agency contracts for compliance with these <br />guidelines. <br /> <br />CITY COUNCIL MINUTES 192 MAY 19, 1986 <br /> <br /> <br />
