MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br /> SANTA ANA, CALIFORNIA <br /> <br />JUNE 30, 1986 <br /> <br />The meeting was called to order at 7:55 p.m. in the City Council <br />Chambers, 22 Civic Center Plaza, by the Clerk of the Council. There were <br />no Councilmembers present to respond to the roll call, and the Clerk <br />declared the meeting adjourned to 8:15 p.a. in the Second Floor <br />Conference Room of the Bowers Musuem, 2002 N. Main Street. <br /> <br />At 8:35 p.m. the meeting was called to order in the Conference Room by <br />Mayor Daniel E. Griset, with Councilmembers John Acosta, P. Lee Johnson, <br />R. W. Luxembourger, Patricia A. McGuigan and Dan Young present. Also <br />present were Deputy city Managers Jan C. Perkins and Rex Swanson, City <br />Attorney Edward J. Cooper and Clerk of the Council Janice Co Guy. <br />Councilmember Wilson B. Hart was absent. <br /> <br />The Council immediately recessed to the Community Redevelopment Agency <br />and reconvened at 8:39 p.m., with the same members present. <br /> <br />CITY LIABILITY INSURANCE COVERAGE <br /> <br />Deputy City Manager Jan Perkins reviewed the City's alternatives relative <br />to procuring liability insurance for the 1986-87 budget year. Risk <br />Manager Jeff Stevens and Lee Van Slyke, Coopers & Lybrand, responded to <br />Councilmembers' specific questions regarding the City's insurance history <br />and liability risk financing. <br /> <br />MOTION: <br /> <br />Instruct staff to proceed with a self-insurance program for the <br />City, to include adequate reserve funding; and instruct the City <br />Manager to explore two alternatives for possible inclusion in <br />the City's budget. <br /> <br />1. Membership in Authority for California Cities <br /> Excess Liability (ACCEL), and <br /> <br />2.
