The Council recessed at 9:55 a.m. and reconvened at 10:10 a.m., with all <br />Councilmembers present except Councilmember Hart. <br /> <br />POLICE DEPARTMENT <br /> <br />Assistant City Manager Davis briefly overviewed the Police Department's <br />Budget, and showed a video tape which delineated the Department's requests for <br />the fiscal year, including those programs which had not been approved by the <br />City Manager. <br /> <br />Assistant City Manager Davis distributed a Budget Comparison Worksheet, which <br />delineated differences between what had been requested by the Department, and <br />what was approved by the City Manager. He expressed several major concerns, <br />indicating the Downtown Foot Patrol Program would be cut; that the Family <br />Services Unit for Domestic Violence and Missing/Abducted Persons had been <br />deleted; that SWAT/HYPES Program Funding was in jeopardy; and that the <br />Department's radio system was in need of a major renovation. <br /> <br />Mayor Griset left the meeting at 10:26 a.m. <br /> <br />Councilmembers discussed various aspects of the Police Department's budget, <br />including parking of police vehicles, possible methods for funding a new radio <br />system, the necessity of continuing foot patrol, the possibility of the voters <br />approving a bond issue for Police programs, the desirability of retaining a <br />SWAT Team as a permanent segment of the Department to deal with changing <br />criminal activities, and other related issues. <br /> <br />At 11:19 a.m., the Council recessed and reconvened at 11:35 a.m., with all <br />Councilmembers present except Mayor Griset and Councilmember Hart. <br /> <br />FIRE DEPARTMENT <br /> <br />Assistant City Manager Davis briefly reviewed the Fire Department's Budget, <br />explaining that basically it was a "hold the line" budget pending receipt of a <br />Fire Management Study and the hiring of a new Fire Chief. <br /> <br />Councilmembers discussed the need to retain staffing at 52 firefighters per <br />day in order to maintain the City's ISO rating, and expressed concern that the <br />Department had recently slipped below that standard. <br /> <br />Acting Fire Chief Ernie Hoeft indicated that review of staffing and <br />construction of a Training Center would be primary concerns of the Department <br />in the coming year. <br /> <br />ADJOURNMENT <br /> <br />At 12:11 p.m., the meeting was adjourned. <br /> <br />Jl~e~eo fC' t hGeUYcounc/il ~ <br /> <br />CITY COUNCIL MINUTES 281 JULY 12, 1986 <br /> <br /> <br />
