MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br /> SANTA ANA, CALIFORNIA <br /> <br />JULY 21, 1986 <br /> <br />The meeting was called to order at 1:51 p.m., by Mayor Daniel E. <br />Griset, in Room 831, City Hall, 20 Civic Center Plaza, Santa Ana. <br />Councilmembers present were John Acosta, wilson B. Hart, P. Lee <br />Johnson, R. W. Luxembourger, Patricia A. McGuigan and Mayor Griset. <br />Also present were City Manager David N. Ream, City Attorney Edward J. <br />Cooper and Clerk of the Council Janice C. Guy. <br /> <br />Councilmember Dan Young was absent for the afternoon session of the <br />Council, but joined the meeting for the evening session. <br /> <br />COUNCIL INFORMAL DISCUSSION <br /> <br />Councilmembers informally discussed the following: <br /> <br />City's New Telephone System <br />Proposed Cat Ordinance <br />Waiver of Fees for Liga Infantil Independiente <br />Waiver of Fees for Stylianou Center at Memorial Park <br />Request of the Planning Commission to Impose a Moratiorium <br />on commercial Developments <br /> <br />The Council recessed at 2:42 p.m., and reconvened at 2:58 p.m. with <br />all members present except Councilmember Young. <br /> <br />Councilmembers discussed concerns relative to Consent Calendar Items. <br /> <br />CITY ADMINISTRATION STUDY SESSION <br /> <br />Neighborhood Improvement Program <br /> <br />The city Manager explained that responsibility for the oversight of <br />the Neighborhood Improvement Program had been transferred from the <br />Manager's office to the Economic Development Agency. <br /> <br />Pat Whitaker, Housing Manager, showed a slide presentation on the <br />City's Housing Programs and Housing Authority Programs, which <br />included single-family rehabilitation, multi-unit rehabilitation, <br />historic rehabilitation, special projects, rental assistance, tax <br />exempt bonds, and neighborhood improvement programs. <br /> <br />The Council recessed at 4:13 p.m., and reconvened in the Council <br />Chambers at 4:27 p.m., with the same Councilmembers present. <br /> <br />CITY COUNCIL MINUTES 291 JULY 21, 1986 <br /> <br /> <br />
