The project will <br />reinforce an active, vibrant urban lifestyle while ensuring that any <br />impacts of the development are mitigated through careful building <br />placement and design. Additionally, the project will be a direct benefit <br />to the community by providing additional housing opportunities in the <br />City. The project addresses many goals and policies of the General Plan <br />by assisting in the growth of an economically viable corridor, provision <br />of a variety of residential land uses and the construction of a high <br />quality development. <br /> <br />In summary, it is recommended that the Planning Commission recommend that <br />the City Council approve and adopt Mitigated Negative Declaration and <br />Mitigation Monitoring Program, Environmental Review No. 2004-298, and <br />adopt a resolution approving General Plan Amendment No. 2005-01, <br />Tentative Tract Map No. 2005-07, Variance No. 2005-53, Variance No. 2005- <br />54, Variance No. 2005-55 and Variance No. 2005-56 pursuant to the findings <br />and conditions attached (Exhibits 11 through 21) . <br /> <br />CEQA Compliance <br /> <br />In accordance with the California Environmental Quality Act, Mitigated <br />Negative Declaration and Mitigation Monitoring Program, Environmental <br />Review No. 2004-198 has been prepared for this project. This document was <br />distributed to the Planning Commission on August 24, 2005 and is not <br />included within this report. The Public Review period for the document <br />opened on August 23rd and closed on September 21st. At the conclusion of <br />the public review period, no comments were received. The negative <br />declaration identified impacts pertaining to noise, water quality, soils <br />and air quality.
