Since the prior <br />study was conducted in 2001, it is time for the City. to update its <br />study. <br /> <br />Requests for proposals were sent to 10 qualified consultant firms. Six <br />firms submitted proposals. The proposals were evaluated by a three- <br />member committee comprised of Public Works Agency staff. The proposals <br />were rated on the basis of qualifications, experience with similar <br />proj ects, work plans, and overall proposals. The scores are shown <br />below. Following the evaluation procedure, sealed fee proposals <br />submitted by the three top firms were opened.
