<br />Amendment Application No. 2005-08 <br />November 14, 2005 <br />Page 2 <br /> <br />Property Description <br /> <br />The rezoning proposal involves 16 properties located along West Santa Ana <br />Boulevard between Raitt Street and Hesperian Street (Exhibit 1). The <br />existing General Plan land use designation for the affected properties is <br />Low Density Residential (LR-7) allowing a maximum density of seven <br />dwelling units per acre of land (Exhibit 2). Presently, these properties <br />are assigned with a Community Commercial (Cl) zoning district. As <br />presented in Exhibit 3, the project sites are built-out primarily as <br />single family residences, with four properties developed with two <br />residential units. The surrounding area includes additional single family <br />residences as well as a limited amount of existing non-conforming <br />commercial businesses, elementary schools, duplexes and a few multiple <br />family developments. <br /> <br />Analysis of the Issues <br /> <br />In August 2004, the City Council approved a similar zoning amendment <br />proposal affecting seven properties located along this same portion of <br />West Santa Ana Boulevard. This prior amendment application was initiated <br />by the property owners to change their properties from Community <br />Commercial (Cl) to Single Family Residence (Rl). <br /> <br />The catalyst for this clean up is a request by the Pablo Family, property <br />owners at 1604 West Santa Ana Boulevard, to make structural alterations to <br />their single family home. As detailed in the Zoning Code (Section <br />41.681.4), structural alterations or additions may only be made to an <br />existing single-family or two-family dwelling if the property is located <br />in a residential zone, with the exception of the Professional (P) zoning <br />district. Thus, the owners are unable to proceed with structural home <br />improvements until the zoning of the property is changed from General <br />Commercial (Cl) to Single Family Residence (Rl). <br /> <br />In August 2005, Planning staff sent a courtesy notice to property owners <br />of existing single-family and two-family homes located along West Santa <br />Ana Boulevard between Raitt Street and Bristol Street regarding the <br />proposed zone change. Additionally, in late October, Planning staff hand <br />delivered a second copy of the bilingual courtesy notice to these <br />properties to educate property owners and residents of the opportunity to <br />participate in this zoning amendment cycle. Planning staff addressed <br />owners' questions regarding the benefits and issues related to the zone <br />change. <br /> <br />75A-3 <br />
