MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br /> SANTA ANA, CALIFORNIA <br /> <br />SEPTEMBER 2, 1986 <br /> <br />The meeting was called to order at 2:04 p.m., in Room 831, City Hall, <br />20 Civic Center Plaza, Santa Ana, by Mayor Daniel E. Griset. <br />Councilmembers present were John Acosta, Wilson B. Hart, P. Lee <br />Johnson, Patricia A. McGuigan and Mayor Griset. Also present were <br />City Manager David N. Ream, City Attorney Edward J. Cooper and Clerk <br />of the Council Janice C. Guy. <br /> <br />Councilmember R. W. Luxembourger joined the meeting at 2:04 p.m. <br />Councilmember Dan Young was absent. <br /> <br />COUNCIL INFORMAL DISCUSSION <br /> <br />Councilmembers informally discussed the following: <br /> <br />Poster selection for the League of California Cities Annual <br />Conference <br />Participation by a Santa Ana Performing Group in the League <br />Conference <br />Proposed Barbed Wire Ordinance <br />Modifications to Council Meeting Format <br /> <br />The Council recessed at 2:56 p.m., and reconvened at 3:32 p.m., with <br />the same members present. <br /> <br />Councilmembers discussed concerns relative to Consent Calendar Items. <br /> <br />At 3:57 p.m., the Council recessed and reconvened in the Council <br />Chambers at 4:28 p.m., with the same members present. <br /> <br />CONSENT CALENDAR <br /> <br />The Mayor announced that Item 8.A. would be removed from the Consent <br />Calendar, "No" votes by Councilmember Johnson on Item Nos. 9.A. and <br />9.B., a "No" vote by Councilmember Acosta on Item 12.A., and deferral <br />of Item NO. 18.A. to the Evening Session, at the appellant's request. <br /> <br />MOTION: Approve staff recommendations on the following Consent <br /> Calendar items: <br /> <br />MOTION: Luxembourger SECOND: Acosta <br /> <br />VOTE: <br /> <br />AYES: <br /> <br />NOES: <br />ABSENT: <br /> <br />Acosta, Griset, Hart, Johnson, Luxembourger, <br />McGuigan <br />None <br />Young <br /> <br />CITY COUNCIL MINUTES 345 SEPTEMBER 2, 1986 <br /> <br /> <br />
