MINUTES OF TEE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANAv CALIFORNIA <br /> <br />SEPTEMBER 15v 1986 <br /> <br />The meeting was called to order at 2:24 p.m., in Room 147, City Council <br />Chambers, 22 Civic Center Plaza, by Mayor Daniel E. Griset. Council- <br />members present were Wilson B. Hart, P. Lee Johnson, R. W. Luxembourger, <br />Patricia A. McGuigan, Dan Young, and Mayor Griset. Also present were <br />City Manager David N. Ream, City Attorney Edward J. Cooper, and Clerk of <br />the Council Janice C. Guy. <br /> <br />Councilmember John Acosta was absent. <br /> <br />WORK STUDY SESSION <br /> <br />To~s on Parade <br /> <br />Jan Perkins, Deputy City Manager, reviewed plans for Toys on Parade, an <br />up-coming City-sponsored event, indicating that an Advisory Committee had <br />been organized this year to encourage the support of the business and <br />civic community, that more sponsors and volunteers had been attracted to <br />the event, and that staff had been able to effectuate several reductions <br />to the event's budget. <br /> <br />Dori Owen, Community Events Manager, showed a video tape of the sales <br />presentation being made to prospective sponsors, and reported on specific <br />details of the Parade, including, but not limited to, the Grand Marshals, <br />media co-hosts, floats sponsors, Chamber of Commerce involvement, <br />scheduled media parties, and expressed the expectation that the event <br />would involve approximately 3200 volunteers. She showed renderings of <br />floats designed for Pacific Bell, CHOC, Coors and the Santiago Club, and <br />Waste Management, indicating the Parade was scheduled for December 6, <br />1986, and would be aired on TV Channel 9. <br /> <br />Inter-City Liaison Committee Memorandum of Understanding <br /> <br />George Alvarez, City Traffic Engineer, informed Councilmembers that a <br />Memorandum of Understanding involving the members of the Inter-City <br />Liaison Committee, Costa Mesa, Irvine, Orange County and Santa Ana, would <br />be submitted to Council for its approval on October 6, 1986. He <br />indicated that Santa Ana would be designated the lead agency in the <br />redesign of the Dyer 1-55 off-ramp; Costa Mesa, 1-405 improvements; <br />Irvine, Jamboree and MacArthur improvements; and Orange County, the John <br />Wayne Airport off-ramps. <br /> <br />Councilmember Young inquired as to when a new off-ramp might be <br />constructed at Sunflower from the 55 Freeway.
