<br />WORK STUDY SESSION <br /> <br />o Over $5 million in overtime spent annually by various OC law <br />enforcement agencies for off-duty court appearances; only 1-2% <br />of those officers actually testified in court <br />· A steering committee was formed with members from six municipal <br />police department chiefs, Department heads of County Criminal <br />Justice Agencies, Chief Executive Officer & Presiding Judge of the <br />Superior Court, 2 representatives from the Orange County City <br />Managers' Association, and a representative from the OC Executive <br />Office <br />· In 1997, Memorandum of Agreement developed to find ways to <br />improve the Criminal Justice System in Orange County <br />· Strategic Plan identified eight initiatives: <br />o Establish a governance structure <br />o Distribute & provide access to Court disposition information <br />o Provide electronic access to conditions of probation through a <br />single-name inquiry check <br />o Process and deliver subpoenas electronically <br />o Share records and case data across jurisdictional lines and <br />between disparate databases <br />o Automate criminal case filing, establishing a case number index <br />that unifies the various filing systems within the Criminal Justice <br />System <br />o Infrastructure design to accomplish the information sharing <br />initiative <br />o Security to ensure confidentiality and access restrictions <br />· Original one-time cost of program estimated at $10-12 million <br />· Strategic Plan initiatives - several are implemented or have undergone <br />substantial development <br />· Governance alternatives considered: <br />o Joint Powers Authority would provide for specific powers to <br />establish a formal, separate authority to carryout the prescribed <br />responsibilities <br />o Memorandum of Understanding establishes that agencies agree <br />to perform specific tasks in a cooperative way <br />o Majority of Steering Committee and Orange County Chiefs' and <br />Sheriffs Association prefer the JPA <br />o County Sheriff and CEO prefer the less formal MOU, which <br />would only be advisory recommendations and not binding <br />o Governance issue unresolved as of this date <br />· In November, 2005, the Orange County City Managers' Association <br />unanimously approved the recommendation to form the Integrated Law <br />& Justice Agency Joint Powers Authority <br />· Staff recommending that the City Council of Santa Ana support and <br />authorize participation of the City and the Police Department in the <br />Joint Powers Authority for the Integrated Law and Justice Agency <br /> <br />CITY COUNCIL MINUTES <br /> <br />415 <br /> <br />NOVEMBER 21,2005 <br />
