Councilmember Acosta recommended that the Santa Ana Council immediately <br />implement modifications to the Brown Act with respect to posting of the <br />Agenda and prohibition of "walk-on items". <br /> <br />65.F. POLICE DEPARTMENT DEPLOYMENT <br /> <br />MOTION: <br /> <br />Authorize staff to proceed with implementation of the 4-10 Plan <br />for the Police Department as outlined in the 1985 Arthur Young <br />Study, effective January 1, 1987. <br /> <br />MOTION: Acosta SECOND: Young <br /> <br />Following discussion, Councilmember Young withdrew his second. No <br />further action was taken with respect to the motion. <br /> <br />CLOSED SESSION REPORT <br /> <br />MOTION: 1. <br /> <br />Approve a Memorandum of Understanding with the Santa Ana <br />Police Management Association regarding salary and employee <br />benefits for a three year period beginning July 1, 1986 <br />through June 30, 1989. <br /> <br />2. Authorize execution by Mayor and Clerk of the Council of <br /> said agreement. <br /> <br />3.
