<br />INSURANCE: :OT R~QUIRED <br />WORK MAY PROCEED <br />CLERK OF COUNCIL <br /> <br />DATEl I J. _/~-D5 <br /> <br />. -. <br /> <br />Contract No. N-2005-135 <br /> <br />0: C. bA- (.>-) <br />u: :ru:l-d) <br /> <br />AGREEMENT UNDER THE WORKFORCE INVESTMENT ACT <br /> <br />THIS AGREEMENT, made and entered into this 9th day of September, 2005, by and <br />between the City of Santa Ana, a charter city and municipal corporation duly organized and existing <br />under the Constitution and laws of the State of California ("CITY") and Cal State Fullerton Social <br />Science Research Center through the California State University Fullerton Foundation, a 501 (c) 3 non- <br />profit corporation ("CONTRACTOR"). <br /> <br />W-I-T -N-E-S-S-E- T-H <br /> <br />Recitals: <br /> <br />A. CITY has been designated a Local Workforce Investment Area (LWIA) under <br />the Workforce Investment Act of 1998, Public Law 105-220 ("the Act"). <br /> <br />B. The State of California has created the LWIA to administer the Act programs <br />operated by the State of California pursuant to the Act. <br /> <br />C. As a L WIA, CITY is entitled to receive federal funds to establish programs and <br />to provide job training to those individuals who are economically disadvantaged or otherwise face <br />serious barriers in obtaining productive employment. The Santa Ana Workforce Investment Board <br />(WIB)/Oversight and Data Committee and the Local Workforce Investment Area (LWIA) desire to hire <br />an entity to conduct a Return on Investment (ROI) Study for Program Year 03-04 on its Santa Ana <br />Workforce Investment System (the "Study"). <br /> <br />D. CONTRACTOR is experienced in the special skill and knowledge needed to <br />conduct the Return on Investment (ROI) Study- Phase II of Local Workforce Investment System for <br />the Santa Ana Workforce Investment Board (WIB). CONTRACTOR shall perform a two-part study to <br />determine the ROI generated by this system for the "universal access" customers (those customers who <br />never become enrolled in the Workforce Investment Act [WIA] programs) who used the one-stop at <br />least one time during PY03-04 to look for employment and used one or more of the various services <br />available at the WORK Center for universal access customers. <br /> <br />E. <br />California law. <br /> <br />CONTRACTOR is willing to operate said Study pursuant to the Act and <br /> <br />WHEREFORE, for and in consideration of the respective and mutual covenants and <br />promises hereinafter contained and made, and subject to all the terms and conditions hereof, the parties <br />hereto do hereby agree as follows: <br /> <br />Page 1 of]4 <br />
