MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />NOVEMBER 17, 1986 <br /> <br />The meeting was called to order at 2:23 p.m., in Room 423, City Hall, <br />20 Civic Center Plaza, by Mayor Daniel E. Griset. Councilmembers present <br />were John Acosta, R. W. Luxembourger, Patricia A. McGuigan, Dan Young and <br />Mayor Griset. Also present were City Manager David N. Ream, City <br />Attorney Edward J. Cooper and Clerk of the Council Janice C. Guy. <br /> <br />Councilmember Wilson B. Hart joined the meeting at 2:28 p.m. <br /> <br />Councilmember P. Lee Johnson was absent. <br /> <br />WORK STUDY SESSION <br /> <br />Employee Development and Training Update <br /> <br />The Executive Director of Human Resources provided an overview of <br />training objectives, including such issues as preparation for promotions, <br />statute and technological changes, and response to societal and ethnic <br />shifts of population. He reviewed the City's Training Program history <br />from 1978 to the present, and provided brochures to the Council regarding <br />courses offered by the Public Service Institute, a program coordinated <br />through Rancho Santiago College. <br /> <br />The City Manager reminded the Council that the ultimate objective of the <br />training program was to maximize opportunities for career development <br />within the organization. <br /> <br />Traffic Signal and Left-Turn Priority List <br /> <br />Traffic Operations Engineer T. C. Sutaria, presented a slide presentation <br />demonstrating 1986-87 priorities for the installation of both signals at <br />intersections and left-turn upgrades. He indicated that currently 10 <br />signal projects and 26 left-turn upgrades were funded. <br /> <br />Councilmemb~r McGuigan inquired as to whether it would be possible to <br />install a signal and a left-turn upgrade at the Fairview and MacArthur <br />intersection simultaneously. <br /> <br />The Executive Director of Public Works indicated such an installation was <br />not possible if both projects were not funded; however, he noted that <br />staff would attempt to secure funding so that both installations might be <br />made at one time. <br /> <br />Councilmember Luxembourger inquired as to the cost for a new signal <br />linked to the City's computer system, to which staff responded <br />approximately $80,000.00. <br /> <br />CITY COUNCIL MINUTES 409 NOVEMBER 17, 1986 <br /> <br /> <br />
