c. CONTRACTOR shall cause to have graffiti removed from bins and <br />from roll -off containers within five (5) business days of a request <br />by CITY to do so, at the rates set forth herein, or remove the bin or <br />roll -off containing graffiti from active use within the City within <br />such time. Failure to remove the graffiti within the required five <br />(5) business days excluding holidays, shall result in the assessment <br />of a two hundred dollar ($200) fine to the CONTRACTOR for <br />each bin or roll -off containing graffiti. <br />17. NOTICES <br />Any notice, tender, demand, delivery, or other communication pursuant to this <br />Agreement shall be in writing and shall be deemed to be properly given if <br />delivered in person or if mailed by first class or certified mail, postage prepaid, or <br />sent by telefacsimile or other telegraphic communication in the manner provided <br />in this Section, to the following persons: <br />To City: <br />Clerk of the City Council <br />City of Santa Ana <br />20 Civic Center Plaza (M-30) <br />P.O.
