MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CIl~F OF <br />SANTA ANA, CALIFORNIA <br /> <br />DECEMBER 1, 1986 <br /> <br />The meeting was called to order at 2:14 p.m., by Mayor Dan Young, in Room <br />423, City Hall, 20 Civic Center Plaza. Councilmembers present were <br />Wilson B. Hart, Ron May and Mayor Young. Also present were Deputy City <br />Managers Rex Swanson and Jan C. Perkins, City Attorney Edward J. Cooper, <br />and Clerk of the Council Janice C. Guy. <br /> <br />Councilmembers John Acosta, Patricia A. McGuigan and Miguel A. Pulido <br />were absent. Councilmember Daniel E. Griset joined the meeting at 2:20 <br />p.m. <br /> <br />WORK STUDY SESSION <br /> <br />Update on 1986-87 Capital Improvement Program <br /> <br />City Engineer Bob Eichblatt showed a slide presentation, and presented <br />staff's comments on twenty-nine Capital Improvement Projects, each over <br />$350,000.00, scheduled for implementation during fiscal year 1986-87, <br />including such projects as the Business Enterprise Center, Fire Station <br />No. 9, the Bowers Museum expansion, various street resurfacing projects, <br />and various median improvement projects. <br /> <br />Cindy Nelson, Executive Director of Community Development, updated the <br />Council regarding Capital Improvement Projects administered by her <br />department with a combined total in excess of $70 Million. <br /> <br />Ron Oho, Landscape Architect, reported to the Council regarding the $11 <br />Million Bowers Museum expansion project, and Rosita Park improvements. <br /> <br />Sam Johnson, Executive Director of the Utilities Agency, delineated <br />Capital Improvement Projects which would be undertaken by the Utilities <br />Agency in the coming fiscal year, citing such projects as the three new <br />wells, and the reconstruction of the elevated water tank adjacent to the <br />Interstate 5 Freeway. He indicated the City was in need of additional <br />water storage capacity, and that staff would be presenting to Council in <br />January, 1987, a $100 Million bond issue for system improvements. <br /> <br />Mayor Young requested staff to develop a product which would provide the <br />Council with a quarterly update on Capital Improvement Projects. <br /> <br />Consent Calendar Review <br /> <br />Councilmembers discussed concerns relative to Consent Calendar Items. <br /> <br />At 3:45 p.m., the Council recessed, and reconvened in the Council <br />Chambers at 4:02 p.m. with the same members present. <br /> <br />CITY COUNCIL MINUTES 444 DECEMBER l, 1986 <br /> <br /> <br />
