Mayor Young requested that staff present the City's Transportation System <br />Management program to the Council at the earliest opportunity after its <br />review by the Transportation Advisory Committee. <br /> <br />Santa Ana Unified School District Development Plan <br /> <br />Dr. Ed Krass, Superintendent of the Santa Aha Unified School District, <br />reviewed the growth in the number of students in the District between the <br />years 1976 and 1986, and indicated that the District projected continued <br />growth for the next ten years. He explained briefly the steps the <br />District had taken to combat the classroom short fall, and informed <br />Council of the District's current plans for new schools construction. <br /> <br />Dr. Tony Dalessi reviewed locations for the proposed elementary schools, <br />as well as site and elevation plans for the proposed improvements at the <br />Santa Ana High School campus and the new Century High School. <br /> <br />Councilmember Pulido inquired as to whether the new Continuation High <br />School on South Main Street might require an additional traffic signal, <br />but Dr. Dalessi explained that flexible scheduling for continuation <br />students minimized traffic congestion problems. <br /> <br />Pat Browning, Finance Director for the District, explained that AB2926 <br />recently adopted by the State Legislature allowed school districts to <br />levy fees on developers for the construction of new schools and explained <br />the District would be proceeding to institute such fees. He reported the <br />District had had preliminary discussions with the City relative to <br />procedures for fee collection. <br /> <br />The City Manager indicated that the City would additionally be working <br />with the Orange School District in a similar manner to collect developer <br />fees. <br /> <br />At 3:20 p.m. the Council recessed, and reconvened at 3:35 p.m., with all <br />Councilmembers present except Councilmember Griset who rejoined the <br />meeting at 3:42 p.m. <br /> <br />Councilmembers discussed concerns relative to Consent Calendar items. <br /> <br />At 4:01 p.m., the Council recessed, and reconvened in the Council <br />Chambers at 4:15 p.m. with all Councilmembers present. <br /> <br />PLEDGE OF ALLEGIANCE <br /> <br />CITY COUNCIL MINUTES 458 DECEMBER 15, 1986 <br /> <br /> <br />
