La Rosa Jr., to provide asset forfeiture <br />consul ting services to the Police Department in an annual amount not to <br />exceed $36,000. <br /> <br />DISCUSSION <br /> <br />The Police Department's Special Investigations Division is responsible for <br />handling narcotic investigations. To ensure the effectiveness of the <br />operation, it is necessary to recognize and identify narcotics-related <br />assets that are subj ect to highly complex state and federal forfeiture <br />laws. <br /> <br />In 1998, the Police Department entered into an agreement with Joseph R. La <br />Rosa, Jr., a recognized expert in the field of asset forfeiture, to ensure <br />that the City is in compliance with all mandated state and federal <br />forfeiture regulations, and that the City maximizes full asset forfeiture <br />entitlements. During the past seven years, the increase in revenues <br />generated by the asset forfeiture program has exceeded the cost of Mr. La <br />Rosa's services. Mr. La Rosa has performed in a satisfactory manner and <br />staff recommends approval of the recommended action. <br /> <br />FISCAL IMPACT <br /> <br />Funds are available in the Police Department, Special Investigations Other <br />Contractual Services Account (account no. 011-342-6291). <br /> <br />APPROVED AS TO FUNDS AND ACCOUNTS: <br /> <br />4~~ <br /> <br />~Paul M.
