MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />FEBRUARY 2, 1987 <br /> <br />The meeting was called to order at 2:15 p.m., in Room 423, City Hall, <br />20 Civic Center Plaza, by Mayor Dan Young. Councilmembers present were <br />Daniel E. Griset, Wilson B. Hart, Ron May, Miguel Pulido and Mayor <br />Young. Also present were City Manager David N. Ream, City Attorney <br />Edward J. Cooper, and Clerk of the Council Janice C. Guy. <br /> <br />Councilmember John Acosta joined the meeting at 2:22 p.m. Councilmember <br />Patricia A. McGuigan joined the meeting for the Evening Session. <br /> <br />COUNCIL STUDY SESSION <br /> <br />Records Management Program <br /> <br />The Clerk of the Council updated the CouncilmemDers with respect to the <br />City's Records Management Program, indicating that the Resolution of <br />Destruction scheduled for action during the Business Session was part of <br />the Program, and impacted documents with no further administrative, <br />financial, legal or historic value to the City. <br /> <br />General Plan Amendment No. 86-8 <br /> <br />Planning Manager Melanie Fallon reported to Council on the meetings staff <br />nad nad with various neighborhood groups regarding General Plan Amendment <br />No. 86-8, and advised the Council that staff would be making a <br />presentation to the Santa Ana Unified School District Board, as well as <br />having a second meeting with neighbors in the Logan-Lacy Neighborhood <br />regarding the Amendment. <br /> <br />City Investment Policy <br /> <br />The Executive Director of Finance and Management Services Rod Coloma <br />reviewed various aspects of the City's Investment Policy, explaining the <br />policy had been adopted in 1984, and that the criteria for selecting <br />investments in priority order were safety, liquidity, and yield. He <br />provided Councilmembers with several c~arts indicating t~e interest <br />earned on average daily cash balances, some comparative interest rates <br />for other jurisdictions, a summary of cash fund balances as of December <br />31, 1986, analysis of cash and investment placements, and a listing of <br />Santa Ana investments as of December 31, 1986. <br /> <br />CouncilmemDer Pulido inquired as to wnet~er any of the institutions in <br />which the City nad placed its investments were active in South Africa. <br />The City Manager indicated that staff would inquire and provide its <br />findings to the Council. <br /> <br />CITY COUNCIL MINUTES 35 <br /> <br />FEBRUARY 2, 1987 <br /> <br /> <br />
