MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />FEBRUARY 17, 1987 <br /> <br />The meeting was called to order at 2:12 p.m. by Mayor Dan Young in Room <br />423, City Hall, 20 Civic Center Center Plaza. Councilmembers present <br />were John Acosta, Daniel E. Griset, Wilson B. Hart, Ron May, Patricia A. <br />McGuigan, and Mayor Young. Also present were City Manager David N. Ream, <br />City Attorney Edward J. Cooper, and Clerk of the Council Janice C. Guy. <br /> <br />Councilmember Miguel A. Pulido joined the meeting at 2:14 p.m. <br /> <br />CITY COUNCIL STUDY SESSION <br /> <br />Southern California Water Policy <br /> <br />Sam Johnson, Executive Director of the Utilities Agency, reported that a <br />regional water policy had been developed for Southern California by a <br />coalition of Southern California water agencies, with its primary <br />objective being the development of awareness among Southern California <br />residents of their dependency on Northern California water. He indicated <br />that although seventy percent of the State's population resided in the <br />southern portion of the State, seventy percent of the water was found in <br />the northern portion. <br /> <br />Councilmember McGuigan reported on California League efforts to develop a <br />unified state water policy. <br /> <br />Water Utility Construction Program <br /> <br />Sam Johnson, Executive Director of the Utilities Agency, presented a <br />report to Council on a proposed Water Bond Program for the City of Santa <br />Ana, explaining that the total program contained 33 major projects, and <br />was estimated to cost approximately $90 million dollars. The City <br />Manager noted that the Program identified needed capital improvements in <br />the City's water system. <br /> <br />Mayor Young requested that staff review tile proposed program for <br />potential additional benefits to the City, such as the development of new <br />parklands in conjunction with the water projects. FILE 850.05 <br /> <br />City Tree Trimning and Replacement Program <br /> <br />Mark Bingham, Public Works Agency staff member, reported to Council on <br />the Agency's efforts to develop a comprehensive program for City tree <br />trimming and replacement. He explained that the lack of standards prior <br />to 1978 had resulted in 250 different species for the City's 50,000 <br />street trees.
