MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />MARCH 16, 1987 <br /> <br />The meeting was called to order at 2:17 p.m. by Mayor Dan Young in Room 423, <br />City Hall, 20 Civic Center Plaza. Councilmembers present were John Acosta, <br />Daniel E. Griset, Wilson B. Hart, Ron May, Patricia A. McGuigan, Miguel A. <br />Pulido and Mayor Young. Also present were City Manager David N. Ream, City <br />Attorney Edward J. Cooper, and Assistant Clerk of the Council William D. <br />Baron. <br /> <br />Clerk of the Council Janice C. Guy joined the meeting at 2:40 p.m. <br /> <br />CITY COUNCIL STUDY SESSION <br /> <br />Employment Linkages Program <br /> <br />Kathy Lusk, Program Director of the Employment Linkages Program, provided a <br />brief overview of the program, explaining its major objectives were to <br />assist job developers in the matching employer and employee needs, and to <br />provide Santa Ana residents with the opportunity to be employed in any <br />positions created through the program. She indicated that Community <br />Development was the lead agency on this program which links economic and <br />employee development. <br /> <br />City's Graffiti Removal Program <br /> <br />Larry Christian, Maintenance Manager, provided a brief history of the City's <br />efforts to combat graffiti, explaining that over the years the program had <br />been expanded from one staff member to a full contract service, which had <br />produced positive results but was unable to completely eradicate graffiti. <br />He explained several City departments were involved in graffiti removal, and <br />that plans were being made to expand the program. <br /> <br />Mobile Home Mediation RFP <br /> <br />Housing Manager Pat Whitaker briefly reviewed the major issues and concerns <br />of mobile home park residents, and a number of alternatives the Housing <br />Advisory Commission had investigated to ameliorate those issues and <br />concerns. She indicated that after thorough study of the matter, the <br />Commission was recommending that the Council reject all Requests for <br />Proposals that had been previously submitted to the City with respect to <br />mediation services, and direct staff to prepare and solicit bids from <br />qualified non-profit organizations to provide a voluntary two-tiered <br />mediation service for mobile home park disputes. <br /> <br />Councilmembers questioned staff and Housing Advisory Commission Chair Danny <br />Siler regarding specifics of the proposal, as well as requested additional <br />information from staff including, but not limited to the following: <br /> <br />CITY COUNCIL MINUTES <br /> <br />64 MARCH 16, 1987 <br /> <br /> <br />
