CITY OF SANA ANA <br />Community Development Block Grant <br />Scope of Work <br />Annual Accomplishment Goal <br />I. Total number of clients anticipated to be served during 12 -month contract <br />period= 4.600 PERSONS (1,675 households) <br />IL Number of unduplicated Santa Ana residents to be served with grant funds during the 12 - <br />month contract period = 4,375 PERSONS (1,595 households) <br />III. Below is the City performance outcome that our organization will be tracking. <br />COMMUNITY PRIORITY NEEDS: Public Services <br />Activity/Program <br />Outcome Tracking <br />Goal -FYI this is a 5 -year goal. <br />Fair Housing Services <br />Provide fair housing service and <br />1. Provide fair housing <br />ongoing analysis of impediments <br />counseling, education and <br />to fair housing. <br />enforcement services to 7,000 <br />Santa Ana households. <br />2. Annually assess actions to <br />eliminate impediments to fair <br />IV. Description of Work - in space below, describe the program to be funded during the 12 - <br />month contract period including, services to be provided, program goals, client <br />characteristics, & how grant funds will be utilized. <br />SERVICES & GOALS <br />• Assist about 25 households to address alleged of instances of illegal housing discrimination. This includes investigation, where <br />possible, and helping aggrieved individuals obtain redress through administrative or judicial complaint processes. <br />• Assist about 1,650 households in addressing about 4,100 landlord/tenant housing issues or disputes. The goal is to provide clients <br />with information, options and sample written materials to allow them to pursue a largely "self-help" solution to their problem <br />• Participate in at least 8 community education presentations or events helping at least 100 households to better understand their <br />housing rights and obligations. This will raise community awareness of appropriate behavior and realization of legal rights with <br />regard to housing related transactions. <br />• Invite 5" & 6" grade Santa Ana schoolchildren to participate in our annual fair housing -themed poster contest. <br />FUNDS UTILIZATION <br />Grant funds will be used for personnel and operating costs for a fair housing education, counseling & <br />enforcement program. The vast majority of the funds, some 82%, will cover personnel costs. <br />CLIENT CHARACTERISTICS <br />Because the services are provided citywide, in a sense, all residents of Santa Ana fall within the "targeted client' <br />population. However, the vast majority of Santa Ana households actually served by this program are anticipated to be <br />those eligible under CDBG requirements. About 75% are within the extremely -low income category and another 15% in <br />the low income category. <br />About 9.6% of households to be served will include a person age 65 or older. The ethnic composition is <br />expected to be approximately 70.4% Hispanic (of various racial backgrounds). The racial composition of the <br />remaining 29.6% non -Hispanic households is expected to be, 18.1% White, 5.8% Asian, 3.4% Black and 2.3% other <br />racial identities, including multi -racial. About 15.3% will be households headed by a single female. <br />
