Beador <br />Construction Company and Peterson Chase General Engineering Construction, <br />Inc. failed to notarize their bidders' signature on the bid bond as <br />required by the bidding documents. The lowest responsive bid was <br />submitted by Powell Constructors, for $1,363,322.50, which is above the <br />Engineer's estimate of $1,233,000. The Disadvantaged Business Enterprise <br />form from Powell Constructors had the bidders name typed but was not <br />signed. However, this does not materially affect the bid and staff <br />considers this to be a minor irregularity. <br /> <br />The City has submitted applications to the California Department of <br />Transportation (Caltrans) under the Highway Bridge Replacement Program <br />and received approval for funding to perform the seismic retrofit of <br />Fairview bridge over the Santa Ana River. Caltrans is providing 80% <br />funding for the construction phase of the project; therefore, revenue is <br />available to commit these funds for seismic retrofit related projects. <br /> <br />ENVIRONMENTAL IMPACT <br /> <br />In accordance with the California Environmental Quality Act, the <br />recommended action is exempt from further review. Categorical Exemption <br />ER no. 2003-186 has been filed. <br /> <br />FISCAL IMPACT <br /> <br />The funding analysis shows a total estimated construction cost of <br />$1,704,100 for the project (Exhibit 2).
