MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ~J~A, CALIFORNIA <br /> <br />MAY 4, 1987 <br /> <br />The meeting was called to order at 2:17 p.m. by Mayor Dan Young, in Room <br />423, City Hall, 20 Civic Center Plaza. Councilmembers present were Daniel <br />E. Griset, Wilson B. Hart, Ron May, Patricia A. McGuigan, Miguel A. Pulido <br />and Mayor Young. Also present were City Manager David N. Ream, City <br />Attorney Edward J. Cooper, and Clerk of the Council Janice C. Guy. <br /> <br />Councilmember John Acosta joined the meeting at 2:23 p.m. <br /> <br />COUNCIL STUDY SESSION <br /> <br />1987-88 Community Development Block Grant Budget {Agenda Item 75.A.) <br /> <br />Councilmember Pulido reported to the Council that he had asked staff to <br />investigate the possibility of providing additional funds in the amount of <br />$20,000.00 to Relampago del Cielo, and in the amount of $5,000.00 to Home <br />Helping Hands in the upcoming CDBG budget. <br /> <br />Deputy City Manager Perkins responded that these additional requests could <br />be funded from Contingency without exceeding the 15% allowed in the <br />Community Development Block Grant Program for social services. <br /> <br />Councilmembers discussed the ramifications of amending the CDBG budget. <br />The City Attorney indicated that any amendments to the budget should be <br />made before the Budget itself was adopted. <br /> <br />Legislative Assistants <br /> <br />Deputy City Manager Perkins reviewed the contents of a memo dated April 2, <br />1987 entitled "Survey of Local Government Council Support Efforts." <br /> <br />Councilmembers discussed the pros and cons of hiring Legislative <br />Assistants including such issues as: <br /> <br />Mayor's support needs vs. the Councilmembers' when the Mayor <br /> is directly elected by the voters <br />Coordination of multiple responses to individual constituents <br />Additional layer of staffing <br />Timing of the decision <br />Possible politicizing of local government <br />Basic philosophies of local representative government <br />Service to the community <br />Staffing hours <br />Hiring responsibility <br />Need for a Charter amendment to permit hiring by Council of <br /> legislative assistants <br /> <br />CITY COUNCIL MINUTES <br /> <br />115 <br /> <br />MAY 4, 1987 <br /> <br /> <br />
