HOUSING AUTHORITY <br /> <br />At 9:45 p.m., the Council recessed to the Housing Authority, and reconvened <br />at 9:47 p.m. with all Councilmembers present. <br /> <br />90.A. PUBLIC COMMENTS <br /> <br />Henry Fries, 236 Green, addressed Council, expressing concerns relative to <br />inadequate maintenance of the exterior fence of the Willowick Golf Course <br />by its management, and other problems in his neighborhood. <br /> <br />Mr. Hallewell, Holiday Mobilehome Park, expressed concerns to Council <br />regarding excessive noise caused by a heavy-duty equipment company in the <br />same general location. Both residents were requested to meet with Building <br />Safety Manager Joe Mazzeo and Planning Manager Melanie Fallon, and staff <br />was requested to report to Council on the matter by May 18, 1987. <br /> <br />Hal Stevenson, California Outdoor Advertising, addressed Council, <br />expressing concern regarding the impacts of the billboard moratorium on his <br />company. The Mayor requested Mr. Stevenson to prepare a letter stating the <br />facts of his case, and to submit said letter to the City Manager. <br /> <br />Sam Raneri, 2002 W. Meriday Lane, addressed Council, requesting that the <br />Council consider the Education Element at its meeting of May 18, 1987, and <br />that no building permit be issued on school sites designated for <br />development in the Element. The City Manager explained that preparation of <br />the Education Element had been delayed in order to include information <br />concerning the Garden Grove School District in the document. <br /> <br />90.C. CITY COUNCIL COMMENTS <br /> <br />Councilmember Hart suggested the Council investigate establishing a clear <br />policy with respect to the limits of staff discretion relative to issuance <br />of building permits. <br /> <br />Councilmember May expressed concern regarding the cut-back of services with <br />respect to yearly tras~ pickup. The Mayor referred the item to Committee <br />for further study. <br /> <br />Councilmember Pulido commented that the Gunfire Control Program recently <br />established by the Police Department seems to be successful. He concurred <br />with Councilmember Hart regarding the need for policy controls regarding <br />the issuance of building permits. Lastly he encouraged the Council to <br />proceed with the infrastructure improvements proposed in the 1987-88 Budget. <br /> <br />Vice Mayor McGuigan pointed out that this was the 10th Anniversary of Santa <br />Ana Library's History Room, and that it would be open to the public Wednesday <br />and Thursday evenings from 6:30 p.m. - 8:30 p.m. <br /> <br />CITY COUNCIL MINUTES <br /> <br />129 MAY 4, 1987 <br /> <br /> <br />
