<br />Contract Award to Prepare the <br />Santa Ana Renaissance Specific Plan <br />and Appropriation Adjustment <br />January 17, 2006 <br />Page 2 <br /> <br />4. Provide economic analysis and infrastructure needs analysis, as <br />well as financing, development and implementation strategies <br /> <br />6. Develop a form-based code for the project area <br /> <br />7. Conduct the public outreach program <br /> <br />A Request for Proposals was distributed to eight urban design consulting <br />firms in late October 2005. In response to the Request for Proposals <br />staff received proposals from three highly-qualified urban design firms; <br />Moule & Polyzoides Architects and Urbanists, Cal thorpe Associates and <br />TCB/AECOM. After reviewing the proposals staff, including <br />representatives from the Planning and Building Agency, Community <br />Development Agency and Public Works, conducted interviews with each of <br />the consulting teams. At the conclusion of the interviews, together with <br />an analysis of the proposals submitted, the staff team determined that <br />the firm of Moule & Po1yzoides Architects and Urbanists was the one most <br />qualified to assist in the preparation of the Specific Plan. <br /> <br />Mr. Stefanos Polyzoides, Principal of Moule & Po1yzoides Architects and <br />Urbanists will lead the project. He has assembled a team of <br />distinguished local and national consultants who have a proven track <br />record in successful Specific Plans. Mr. Po1yzoides and his team bring a <br />perspective on urban planning that balances historical and design issues, <br />have an extensive experience with the housing market and the development <br />process, provide a full complement of English/Spanish bilingual staff, <br />have national recognition in successful Transi t Oriented Design <br />development, have national leadership in the practice of form-based codes <br />and provide a design approach that aims to reduce traffic and parking <br />loads. <br /> <br />Based on the need to address the development potential of the proj ect <br />area and to improve its aesthetic character, as well as the consultants' <br />qualifications and experience in preparing Specific plans in mature urban <br />settings, it is recommended that Moule & Polyzoides Architects and <br />Urbanists be awarded the contract for this project. The contract will be <br />broken into two phases, with the phase one, the preparation of the <br />Specific Plan, being considered first. The total contract amount for the <br />preparation of the Speci fic plan will not exceed $528, 000. Staff will <br />return with the contract for the second phase of the project, preparation <br />of the Environmental Impact Report, at a later date. <br /> <br />250-2 <br />
