<br />Long-Term Stav Hotel <br /> <br />Draft Parking Studv <br /> <br />2.0 METHODOLOGY <br /> <br />This section describes the procedures and methodologies used to prepare the Long-Term Stay <br />Hotel Parking Study. Topics discussed include parking surveys and parking demand forecast <br />methodologies. <br /> <br />2.1 Parking Counts <br /> <br />P&D conducted parking counts through a subcontract with Southland Car Counter, Inc., to <br />obtain information relevant to parking operations at existing long-term stay hotels that included <br />an inventory of existing parking activity, demand and supply. The parking counts were taken <br />from 6:00 A.M. to 12:00 A.M. on Thursday, October 13, and on Saturday, October 15. <br /> <br />2.2 Parking Demand Forecast <br /> <br />To estimate future parking demand for the proposed hotel, the four methodologies described <br />below were used. <br /> <br />2.2.1 City Zoning Ordinance Methodology <br /> <br />The City Zoning Ordinance methodology establishes the minimum parking requirements for land <br />uses based on variables such as size, the number of seats, the number of employees, etc.... The <br />parking rates are listed in the City of Santa Ana Municipal Code. <br /> <br />2.2.2 ITE Parking Generation Methodology <br /> <br />The Institute of Transportation Engineers (ITE) Parking Generation methodology is similar to <br />the City Zoning Ordinance Methodology discussed in Section 2.2.1. The ITE Parking <br />Generation methodology establishes the minimum parking requirements for different land uses <br />based on variables such as size, the number of rooms, the number of employees, etc.... ITE <br />compiles the parking rates for different land uses based on parking counts collected by public <br />municipalities and private transportation consultant firms throughout the United States. The <br />parking rates are summarized in the ITE publication, Parking Generation.l <br /> <br />2.2.3 Telephone Survey Methodology <br /> <br />The Telephone Survey methodology involved contacting other local jurisdictions to establish <br />how other jurisdictions would establish the minimum parking requirements for a long-term stay <br />hotel.
