<br />Conditional Use Permit No. 2005-28 <br />November 28, 2005 <br />Page 1 of 3 <br /> <br />Findings of Fact <br /> <br />A. <br /> <br />Wi 11 the proposed <br />contribute to the <br />community? <br /> <br />use provide a <br />general well <br /> <br />service or <br />being of <br /> <br />facility which will <br />the neighborhood or <br /> <br />On November 14, 2005 the Planning Commission held a study <br />session to discuss long-term stay business hotels and whether <br />they are an appropriate land use within Hotel Terrace (SD-12). <br />The Planning Commission commented that the area has tremendous <br />long term potential and that they are reluctant to make any land <br />use changes that would negatively impact the Hotel Terrace area. <br />Long-term stay hotels that meet the City's Design and <br />Development Standards were viewed as a product type that may be <br />appropriate in other areas of the City, but not wi thin Hotel <br />Terrace. The Commission did not wish to encourage lodging <br />products that primarily cater to longer term business travelers <br />within Hotel Terrace. The addition of full kitchens to hotel <br />rooms was not viewed as an upgrade to the hotel product <br />currently available within Hotel Terrace. The Commission would <br />like to attract more leisure travelers who are more likely to <br />support area restaurants and services because they are <br />vacationing in the area for shorter lengths of and not staying <br />in hotel rooms with kitchens where meals can be prepared in <br />guest rooms. The proximity of Hotel Terrace to area beaches, to <br />John Wayne Airport and to tourist attractions such as Disneyland <br />and Knott's Berry Farm is another reason why the Commission <br />feels Hotel Terrace should be marketed to vacationers and <br />leisure travelers visiting the area and not shift to an emphasis <br />on long-term stay business travelers. Based upon this policy <br />direction a long-term stay hotel would not contribute to the <br />general well being of the community as this hotel type may <br />preclude the City from attracting full service hotels to the <br />Hotel Terrace area which attract a higher percentage of leisure <br />and vacation travelers. <br /> <br />B. will the proposed use under the circumstances of the particular case <br />be detrimental to the health, safety or general welfare of persons <br />residing or working in the vicinity? <br /> <br />The project proposes to convert an existing hotel property into <br />a long-term stay business hotel.
