Two-hundred fourteen parking spaces <br />are provided; however, 24 parking spaces are shared with the Embassy <br />Suites Hotel property directly to the south. A non-exclusive reciprocal <br />parking and access agreement has been established between the two hotel <br />sites; however, the agreement can be terminated upon written notice by <br />ei ther party at any time, eliminating the combined use of these 24 <br />parking spaces. Should this worst case scenario occur, the project site <br />would be deficient 15 parking spaces. <br /> <br />A parking study, prepared by P&D Consultants (Exhibit 6) looked at the <br />parking demand for long-term stay business hotels using three separate <br />methodologies. The study compared the City of Santa Ana's parking <br />requirements to the cities of Anaheim, Costa Mesa, Huntington Beach, <br />Irvine, Newport Beach and Yorba Linda. The study also compared the <br />Institute of Transportation Engineers (ITE) parking generation rates for <br />long-term stay business hotels to City of Santa Ana parking <br />requirements, and conducted a field survey of three long-term stay <br />hotels in Irvine, Anaheim and Newport Beach to determine the ratio of <br />hotel room occupancy to actual parking demand. Applying each city's <br />parking criteria to the proposed proj ect, Anaheim would require 147 <br />spaces, Huntington Beach would require 202 spaces, and Newport Beach <br />would require 92 spaces. The Cities of Irvine and Yorba Linda require <br />parking studies for proposed hotel uses to determine parking demand and <br />the City of Costa Mesa counts hotels with kitchens as a residential <br />unit. <br /> <br />Using the Institute of Transportation Engineers (ITE) methodology, the <br />average parking rate generation was 0.91 parking spaces per room, which <br />was based on data collection at 14 hotels throughout the United States. <br />Applied to the proposed project a total of 168 parking spaces would be <br />required. This amount of parking is lower than the 190 parking spaces <br />provided on the project site indicating that there would be enough <br />parking on the proposed ESA site. <br /> <br />Finally, long-term stay business hotels in the City of Irvine, Newport <br />Beach and Anaheim were surveyed on October 13, 2005 and October 15, 2005 <br />from 6: 00 a. m. to 12: 00 a. m. to determine the parking demand for each <br />occupied room. Parking demand was calculated for one weekday and one <br />weekend day at these three hotels. The average parking rate for the <br />weekday was 0.81 parking spaces per room and 0.77 spaces per room for <br /> <br />75A-8 <br />
