N~NUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />AUGUST 17, 1987 <br /> <br />The meeting was called to order at 2:28 p.m., in Room 423, City Hall, <br />20 Civic Center Plaza by Mayor Dan Young. Councilmembers present were <br />John Acosta, Wilson B. Hart, Patricia A. McGuigan, Miguel A. Pulido and <br />Mayor Young. Also present were City Manager David N. Ream, City Attorney <br />Edward J. Cooper and Clerk of the Council Janice C. Guy. <br /> <br />Councilmembers Daniel E. Griset and Wilson B. Hart jGined the meeting at <br />2:28 p.m. and 2:42 p.m., respectively. <br /> <br />COUNCIL STUDY SESSION <br /> <br />Hazardous Waste Policy Proposal <br /> <br />Fire Chief Carter reported that the recently adopted Tanner Bill had <br />required that cities and/or counties develop hazardous waste management <br />plans, and that as a result of the Bill, the City was participating in a <br />regional approach to the management of waste from generating site to a <br />"safe zone." He indicated there were 5000 waste generating sites in <br />Orange County, with approximately 20% located in Santa Ana, and that all <br />jurisdictions would be required to pay their "fair share" of hazardous <br />waste disposition costs. <br /> <br />Fire Marshal Montgomery outlined the City's options with respect to the <br />Tanner Bill, noting staff recommended a position of active involvement in <br />the development of a Hazardous Waste Management Plan, as opposed to <br />opposition or neutrality. <br /> <br />Vice Mayo~McGuigan reported on current Orange County League activities <br />with respect to the hazardous waste management planning process. <br /> <br />Bristol Corridor Project <br /> <br />The Director of the Public Works Agency explained to Council that the <br />Bristol Corridor Project had been modified to include a "transportation <br />corridor focus," in addition to its current redevelopment/street widening <br />focus. <br /> <br />Michael Betts, Project Coordinator, presented an overview of the <br />environmental documentation process for the transportation portion of the <br />project, explaining that the matter was scheduled for hearing before the <br />Council on November 16, 1987, and following that hearing, for review by <br />the Federal Highway Administration. He reported the fourth public meeting <br />on the Bristol Street widening was scheduled for August 18, 1987; and that <br />concerns had been raised at earlier meetings with respect to the <br />right-of-way acquisition process, compensation for property acquired, time <br />frames, and construction traffic. <br /> <br />CITY COUNCIL MINUTES <br /> <br />238 <br /> <br />AUGUST 17, 1987 <br /> <br /> <br />
