MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />DECEMBER 21, 1987 <br /> <br />The meeting was called to order at 2:15 p.m. by Vice Mayor Patricia A. <br />McGuigan in Room 423, City Hall, 20 Civic Center Plaza. Councilmembers <br />present were John Acosta, Ron May, Miguel A. Pulido and Vice Mayor <br />McGuigan. Also present were City Manager David N. Ream, City Attorney <br />Edward J. Cooper and Clerk of the Council Janice C. Guy. <br /> <br />Councilmember Daniel E. Griset joined the meeting at 2:44 p.m., Mayor Dan <br />Young at 2:55 p.m., and Councilmember Wilson B. Hart at 7:15 p.m. during <br />the dinner recess. <br /> <br />COUNCIL STUDY SESSION <br />1987 Housing Strategy <br /> <br />Housing Division Manager Pat Whitaker presented a brief overview of a new <br />housing strategy intended to provide a balanced housing program and a <br />framework for financing of housing efforts in the City. In response to <br />Councilmember Pulido's question as to how the budgets contained in the <br />Housing Strategy related to the City's Five-Year Plan, Whitaker reviewed <br />the projected program expenditures contained in the "Housing Strategy" on <br />Pages 30-36. <br /> <br />Councilmember Acosta indicated he had not completed his review of the <br />housing strategy document, and requested deferral of the item to January <br />4, 1988. <br /> <br />At 2:33 p.m., the Council recessed and reconvened at 2:46 p.m., with all <br />Councilmembers present except Councilmember Hart and Mayor Young. <br /> <br />Census Update <br /> <br />Community Services Supervisor Lenny Wiggs reviewed the methods used by <br />staff to secure a complete census count in 1980, indicating the project <br />had not been as successful as anticipated due to such problems as lack of <br />support by certain community groups, and an unwillingness to respond to a <br />government project by minorities fearful of repercussions. <br /> <br />Council Services Manager Lori Howard-Griffin explained the fiscal and <br />reapportionment implications resulting from the Census with respect to the <br />City, and discussed briefly several bills in process which would change <br />Census procedures. <br /> <br />CITY COUNCIL MINUTES 339 DECEMBER 21, 1987 <br /> <br /> <br />
