MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />FEBRUARY 16, 1988 <br /> <br />At 2:00 p.m., the Assistant Clerk of the Council called the regular <br />meeting of the Santa Aha City Council to order in Room 423, City Hall, <br />20 Civic Center Plaza, Santa Aha. Since there were no Councilmembers <br />present to respond to the call of the roll, the Assistant Clerk of the <br />Council declared the meeting adjourned to 4:00 p.m., in Room 423. <br /> <br />At 4:20 p.m., Vice Mayor Patricia A. McGuigan called the Council meeting <br />to order. Councilmembers present were John Acosta, Daniel E. Griset, Ron <br />May, Miguel A. Pulido and Vice Mayor McGuigan. Also present were City <br />Manager David N. Ream, City Attorney Edward J. Cooper and Clerk of the <br />Council Janice C. Guy. <br /> <br />Councilmember Wilson B. Hart joined the meeting at 4:34 p.m. Mayor Dan H. <br />Young was absent. <br /> <br />COUNCIL STUDY SESSION <br /> <br />SAFE AND SANE FIREWORKS UPDATE <br /> <br />Fire Chief Bud Carter reported that only seven Orange County cities, <br />including Santa Ana, allowed the sale or use of "safe and sane" <br />fireworks. He indicated that although he and his staff had been working <br />with representatives of the fireworks industry in an attempt to reduce <br />damage resulting from discharge of fireworks, the Santa Ana Fire Services' <br />continued to endorse prohibition of the sale of "safe and sane" fireworks <br />in Santa Aha as its official position. <br /> <br />Assistant Fire Marshal Bob Honish reported on five specific areas of <br />discussion considered at a meeting on January 29, 1988, involving <br />representatives of the fireworks industry and fire services from concerned <br />jurisdictions. <br /> <br />Pam Zanelli, of Pyrotronics, indicated the fireworks industry was willing <br />to assist with a public information program to educate the public on <br />proper use of safe and sane fireworks. <br /> <br />Councilmembers discussed specific aspects of the issue. Councilmember <br />Hart requested that statistics be provided the Council regarding the <br />number of fires started by fireworks, both "safe and sane" and illegal. <br /> <br />CONSENT CALENDAR REVIEW <br /> <br />Councilmembers discussed concerns with respect to Consent Calendar items. <br /> <br />CITY COUNCIL MINUTES <br /> <br />45 <br /> <br />FEBRUARY 16, 1988 <br /> <br /> <br />
