<br />REQUEST FOR <br />COUNCIL ACTION <br /> <br />~ <br />~ <br /> <br />CITY COUNCIL MEETING DATE: <br /> <br />CLERK OF COUNCIL USE ONLY: <br /> <br />FEBRUARY 6, 2006 <br />TITLE: <br /> <br />APPROVED <br />o As Recommended <br />o As Amended <br />o Ordinance on 1st Reading <br />o Ordinance on 2" Reading <br />o Implementing Resolution <br />o Set Public Hearing For <br /> <br />COOPERATIVE AGREEMENT WITH <br />CALTRANS FOR LANDSCAPING AT <br />STATE ROUTE 55 AND MACARTHUR <br />BOULEVARD INTERCHANGE (PROJECT <br />NO. 06-1015) <br /> <br /> <br />~--- <br /> <br />CONTINUED TO <br /> <br /> <br />FILE NUMBER <br /> <br />CITY MANAGER <br /> <br />RECOMMENDED ACTION <br /> <br />Direct the City Attorney to prepare and authorize the City Manager and <br />the Clerk of the Council to execute a cooperative agreement with Caltrans <br />in the amount of $805,800 to design and install landscaping at the State <br />Route 55 and MacArthur Boulevard Interchange. <br /> <br />DISCUSSION <br /> <br />The Orange County Transportation Authority's (OCTA's) Interstate 405 (1- <br />405)/State Route 55 (SR-55) Interchange Improvement Project was completed <br />in October 2005. The Cities of Santa Ana, Costa Mesa, and the majority <br />of businesses in the area have requested replacement landscaping at two <br />key interchanges to repair the conditions that deteriorated significantly <br />during the four-year construction period. <br /> <br />On June 27, 2005, the OCTA Board authorized the execution of a <br />cooperative agreement with the cities of Costa Mesa and Santa Ana, in a <br />not to exceed amount of $1,343,000. This funding was allocated for the <br />design and installation of new landscaping at the 1-405/Bristol Street <br />and SR-55/MacArthur Boulevard Interchanges. Santa Ana's share for the <br />SR-55/MacArthur Boulevard Interchange was $805,800. <br /> <br />On August 15, 2005, the City Council executed a cooperative agreement <br />with OCTA stipulating that we agreed to manage our landscaping project <br />and provide detailed monthly expenditure reports to aCTA. Further, we <br />agreed to fund any additional cost over the original amount allocated, or <br />reduce the scope of work to remain within the respective budget. A <br />funding transfer for the $805,800 was also authorized through the <br />cooperative agreement. <br /> <br />At this time, <br />execution of <br /> <br />staff is requesting that the City Council authorize the <br />a cooperative agreement with Caltrans in the amount of <br /> <br />25F-1 <br />
