CO~4ENTS <br /> <br />90.A. PUBLIC COMMENTS <br /> <br />Ruth Harmon, 13271 Fairmont Way, expressed concern that citizens <br />advocating courses of action contrary to Councilmembers had been <br />criticized for their advocacy efforts. <br /> <br />Carl Barnes, 814 E. Third Street, addressed Council expressing concern <br />with the numbers of vagrants congregating in proximity to the Salvation <br />Army Shelter, and requested the Council take action to eliminate vagrancy <br />and attendant anti-social behaviors in the area. Mr. Barnes was referred <br />to the Police Chief for assistance. <br /> <br />Pat Mill, 617 S. Starboard, expressed concern regarding declining Police <br />and Fire Services in the City. <br /> <br />90.C. CITY COUNCIL COMMENTS <br /> <br />Councilmember Pulido indicated the Public Safety Committee had considered <br />the issue of "mega parties,"and reported that an ordinance to control <br />excessive numbers of participants at neighborhood parties would be <br />proposed on the May 2, 1988 agenda. He also noted that he was looking for <br />and welcomed any solutions to the "homeless issue." <br /> <br />Councilmember Hart endorsed Councilmember Pulido's issues and concerns. <br /> <br />Vice Mayor McGuigan reminded the citizens present that "big trash day" <br />would occur on April 23 and 30, 1988, and encouraged citizens to take <br />their large items to the park sites for pick-up. <br /> <br />Mayor Young expressed concern that a communications breakdown had occurred <br />between the Council and the community with respect to Police services and <br />public safety, and encouraged members of the community to con~unicate with <br />him regarding these and other issues. <br /> <br />Councilmember Acosta requested a report on the Orange County Rescue <br />Mission. June Catalano, Executive Director, Planning and Building, <br />responded that staff had been investigating the Fire and Building Safety <br />Code violations at the site, but that the Public Health investigation had <br />not been completed. The City Manager indicated a weekly update on the <br />matter would be provided to Council until all issues were resolved. <br /> <br />Zeke Hernandez addressed Council asking to respond to the Mayor's request <br />for communications, and suggested the Council consider holding "Community <br />Study Sessions." <br /> <br />Councilmember Acosta inquired as to Council's disposition regarding his <br />proposal of a Charter amendment to provide the Council with confirmation <br />power relative to City Manager appointments.
