Direct the City Attorney to prepare and authorize the City Manager <br />and the Clerk of the Council to execute a contract with Moule & <br />Polyzoides Architects and Urbanists to prepare the Santa Ana <br />Renaissance Specific Plan in an amount not to exceed $528,000. <br /> <br />2. Approve appropriation adjustment recognizing $424,000 in the 2005- <br />2006 FY revenue account for Inclusionary Housing Fees for City place <br />(account no. 011-01-5400-1) and appropriating $424,000 to the <br />Planning and Building Agency 2005-2006 FY budget allocation in the <br />account for contractual services (account no. 11-505-6291) for <br />payments to the consultants contracted to prepare the Santa Ana <br />Renaissance Specific Plan. <br /> <br />DISCUSSION <br /> <br />In June of 2005, the City Council held a one-day workshop to discuss <br />development related issues and to establish priority focus areas for the <br />City. The Santa Ana Boulevard Corridor, expanded to include the Downtown <br />and Logan areas, was identified as one of the top three priority focus <br />areas. Staff was directed to renew the process to develop a Specific <br />Plan for the area, which had been placed on hold when the Centerline <br />project was placed on hold. <br /> <br />The study area for the project encompasses approximately 350 acres and is <br />generally bounded by the railroad tracks, First Street, Flower Street and <br />Civic Center Boulevard. The study area as originally proposed in the <br />Request for Proposal has been modified to exclude the properties between <br />railroad tracks and Grand Avenue. The excluded area includes a <br />significant amount of property owned by the County of Orange. A change <br />in staffing at the County has affected its ability to assign senior staff <br />to participate in the process at the project management level.
