Carl Barnes, 814 E. Third St., addressed the Council to thank <br />Councilmember Acosta for all his efforts to date to solve the problems <br />related to the Salvation Army Shelter in his neighborhood, but stressed <br />the fact that the problems persist. He presented his personal five-point <br />plan to solve the problems. <br /> <br />John Raya, 4618 W. Hollyline, addressed the Council urging all <br />Councilmembers who have not yet done so, to submit a redistricting <br />proposal for consideration. He offered a critique of Vice Mayor <br />McGuigan's ward boundary proposal. Mr. Raya then asked why he had not yet <br />received a response to specific questions he had posed to the Council at <br />the April 4 Council meeting. The Mayor directed staff to provide Mr. Raya <br />in writing the information which would address those questions. <br /> <br />Zeke Hernandez, 509 N. Main, addressed the Council to express his <br />appreciation for the City's Chief of Police who responded quickly to <br />citizen concerns with respect to the restructuring of a position within <br />the Police Department. Mr. Hernandez expressed a need to address the use <br />of City funds to support service organizations, and to establish methods <br />to monitor the results of those allocations. <br /> <br />90.C. CITY COUNCIL COMMENTS <br /> <br />Councilmember Acosta requested staff contact the Orange County Board of <br />Supervisors to convey City's concerns with the location of a parking <br />garage at the Eddie West stadium site. The City Manager agreed to prepare <br />such a letter, securing Council approval of its content prior to its <br />mailing. <br /> <br />Councilmember Acosta informed the Council that in response to Mr. Barnes' <br />concerns (see Oral Communications) as well as those of the surrounding <br />neighborhood, he had met with representatives of the Salvation Army <br />administrative staff. He was informed that even though the Shelter's <br />doors are closed at 5:30 p.m. each night, outside organizations drive <br />trucks to this site to distribute food. The Salvation Army <br />representatives agreed to talk to these organizations about relocating <br />their food distribution sites. <br /> <br />Councilmember Acosta asked the Council to consider requesting the City <br />Attorney to draft a specific ordinance which would address the issue of <br />graffiti, making parents responsible for the removal of the graffiti <br />created by their children. <br /> <br />Councilmember Pulido asked Mr. Carl Barnes (see Oral Communications) to <br />meet with him at the end of this Council meeting to explore a possible <br />matching of church groups who want to do more for the needy and those <br />individuals in need who are spending their time around the Salvation Army <br />Shelter. <br /> <br />Councilmember Pulido requested staff to set up a meeting with himself, the <br />City Manager, and Ron and Pat Heike to discuss the issue of the parking <br />structure at Eddie West Field. <br /> <br />CITY COUNCIL MINUTES <br /> <br />165 MAY 16, 1988 <br /> <br /> <br />
