MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY <br /> SANTA ANA, CALIFORNIA <br /> <br />JUNE 20, 1988 <br /> <br />At 2:05 p.m., the Assistant Clerk of the Council called the regular <br />meeting of the Santa Aha City Council to order in Room 423, City Hall, <br />20 Civic Center Plaza, Santa Ana. Since there were no Councilmembers <br />present to respond to the call of the roll, the Assistant Clerk declared <br />the meeting adjourned to 4:00 p.m. in Room 423. <br /> <br />The meeting was called to order at 4:15 p.m. in Room 423, by Mayor Dan <br />Young. Councilmembers present were John Acosta, Daniel E. Griset, <br />May, Patricia A. McGuigan, Miguel A. Pulido and Mayor Young. Also present <br />were City Manager David N. Ream, City Attorney Edward J. Cooper and Clerk <br />of the Council Janice C. Guy. <br /> <br />Councilmember Wilson B. Hart joined the meeting at 4:20 p.m. <br /> <br />COUNCIL STUDY SESSION <br /> <br />POLICE DEPARTMENT VIDEO <br /> <br />Police Chief Clyde Cronkhite previewed a video entitled "Partners Against <br />Crime" which demonstrated the Police Department's reorganization and major <br />programs for fiscal year 1988-89. The Mayor encouraged Councilmembers to <br />send the Chief names of organizations to which the video might be <br />presented. <br /> <br />CITYWIDE CIRCULATION MANAGEMENT PLAN (AGENDA ITEM 19Al <br /> <br />David Grosse, Executive Director, Public Works Agency, briefly discussed <br />some of the efforts being undertaken at the County level wi th respect to <br />growth and traffic management, indicating t~e proposed Citywide <br />Circulation Management Plan was part of an overall traffic management <br />effort. <br /> <br />Klm Shultz, Project Coordinator, Public Works Agency, reported that a <br />citywide examination had been made of the 203 signaled intersections in <br />the City; congested intersections had been identified; and a cost of $40 <br />million was projected to correct existing congested intersections. Shultz <br />explained that $33 million of the necessary $40 million had been allocated <br />in the City's five-year capital improvement program, which left a $7 <br />million shortfall and did not specify any source for maintenance of the <br />improvements. Shultz also responded to Councilmembers' specific questions. <br /> <br />The Mayor requested that staff collaborate in a multi-department effort to <br />review a growth management plan being prepared by Orange County with the <br />intent of formulating a City position on the plan. <br /> <br />CITY COUNCIL MINUTES 184 <br /> <br />JUNE 20, 1988 <br /> <br /> <br />
